MINUTES OF THE REGULAR MEETING OF COUNCIL of the Town of Wembley, in the Province of Alberta held in the Wembley Municipal Office this 23rd day of June, 2014.

  1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:00 p.m.

  1. APPROVAL OF AGENDA

MOTION # 2014-0140

Moved by Councillor Robichaud that the agenda be adopted as presented.

Moved by Councillor Holler that the minutes of the regular meeting held on June 9, 2014 be adopted as presented.

       5.  FINANCE

5.1 MOTION # 2014-0142

Moved by Councillor Johnson that the accounts payable, as identified in Schedule “A”, cheque # 20140477 to cheque # 20140545 totaling $194,465.73 be ratified.

  1. PUBLIC HEARING

    1. MOTION # 2014-00143

Moved by Councillor Robichaud that a Public Hearing be held to hear comments regarding the amendments to Land Use By-law #603.

The Public Hearing commenced at 8:02 p.m.


CAO Parker noted that the purpose of the amendment to the Land Use Bylaw #603 is that Lot 1, Plan 7822876 be changed from Residential Multi-Family (R-3) to Primary Commercial (C-1) and that the District Map be amended accordingly.

 

CAO Parker advised that in accordance to the Land Use By-law #603 and the Municipal Government Act, Notice of the Public Hearing was advertised in the Beaverlodge West County News newspaper in the June 5, 2014 and June 12, 2014 editions.

 

General Comments: None

Councillor Johnson moved that the Public Hearing be adjourned.

Moved by Councillor Johnson that By-law #603(X) being a By-law of the Town of Wembley to amend By-law 603 be given second reading at this meeting.

Moved by Councillor Johnson that By-law 603(X) be given third and final reading at this meeting.

BY-LAW 682

MOTION # 2014-0147

Moved by Councillor Robichaud that By-law 682 being a by-law to license and control dogs and other animals within the corporate limits of the Town of Wembley be read a first time this meeting.

Moved by Councillor Johnson that By-law 682 receive second reading.

8. CAO REPORT

8.1 Two tables (16 seats) have been purchased for the Amber Dino Ball. There may be two available seats. MOTION #2014-0151 Moved by Councillor Robichaud that the Fire Chief and his spouse be invited to attend the Amber Dino Ball as an quest of the town if there are available seats.

8.2 The CAO advised that she received an email from Marcella Flasha from Atco

Electric advising that she has no further information at this time regarding LED Streetlights.

8.3 The CAO provided an update on the Regional Crack Sealing project. The CAO’s

of Wembley, Beaverlodge and Hythe are finalizing an agreement. A discussion

was held regarding charges for the use of the towns equipment for this project.

MOTION #2014-0152 Motion by Councillor Robichaud that should a rate fee be

required for the use of the equipment that the rate shall be set at one hundred dollars per day.

9. REPORTS

MOTION # 2014-0153

Moved by Councillor Johnson that the following reports be accepted as information:

9.1 Minutes of the Parks and Recreation Committee meeting held on June 12, 2014

MOTION #2014-0153 Moved by Councillor Anaka that the Council of the Town of Wembley accepts the recommendation received from the Parks and Recreation Committee to approve the Communities in Bloom’s proposal for green space; and that the Communities in Bloom proposal for green space be approved.

A discussion was held on the Parks and Recreation Green Space Plan. This item

will be tabled to the July 14, 2014 meeting of Council as more information is required prior to approval.. The CAO was instructed to advise the Parks and Recreation Director that a green space priority list is required and also requested that the Parks and Recreation Director attend the July 14th meeting.

 9.2 Minutes of the Wembley and District Agricultural Society meeting held o May 6, 2014.

9.3 Notes from the SPPARC meeting held on June 12, 2014. Councillor Holler advised that a website is being designed. The cost of this project is $2,000.00 and will be cost shared by the municipalities.

9.4 Minutes of the Grande Spirit Foundation Management Committee meeting held on May 2, 2013.

9.5 Minutes of the River of Death and Discovery Dinosaur Museum Society meeting held on May 1, 2014.

9.6 County Enforcement and Animal Control reports for the month of May 2013.

       10.  CORRESPONDENCE

    1. MSI Amending Memorandum of Agreement was received from Municipal Affairs.

MOTION # 2014-0154 Moved by Councillor Robichaud that the Mayor and CAO be authorized to sign the MSI Amending Memorandum of Agreement on behalf of the Town of Wembley.

    1. Information was received from Aquatera regarding operational assistance if required.

MOTION # 2014-0155 Moved by Councillor Johnston that the Aquatera Utilities Inc., Operational Assistance agreement be accepted as information.

    1. Invitation was received from Source Energy Service’s Grand Opening Celebration. The Grand Opening will be held on June 26th commencing with a

Community Appreciation BBQ Lunch at noon.

 

  1. NEW BUSINESS

11.1 MOTION # 2014-0155 Motion by Councillor Holler that the meeting go in camera.

MOTION # 2014 - 0156 Motion by Councillor Robichaud that the meeting come out of in camera.

An in camera discussion was held regarding a legal issue regarding two Stop Orders issued on Lots 1 to 3 inclusive, Block 7, Plan 3679 CL.

 

11.2 A request was received from the Executive Director of the River of Death and Discovery Dinosaur Museum regarding maintenance of the museum grounds. The CAO was instructed to obtain more information.

11.3 Peace County Offroad Racing Association Land Lease Agreement was reviewed.

MOTION #2014-0157 Moved by Councillor Anaka that the CAO be authorized to sign the Peace County Offroad Racing Association Land Lease Agreement on behalf of the Town of Wembley.

        12.  COUNCIL REPORTS

  • Councillor Holler advised that she has attended an additional two SPPARC meetings regarding the website.

 

       13.  ROUND TABLE

  • Councillor Anaka advised that the soccer round was a success.

  • Councillor Johnston advised:

    • The Fire Fighter Challenge went very well however public turnout was not good.

    • Fire Chief Querin was presented a 20 year service award during the Fire Fighter Challenge event.

    • Firefighters did a great job on the house fire. Second house was saved.

  • Councillor Holler advised:

    • The Character Home has been moved. Fencing for security is being donated to secure the house. Mayor Turnmire

    • There is an additional building on Lot 1 Plan 7822876 that was originally the old blacksmith shop in Wembley that the Historical Society would like to move. Councillor Holler was requested to obtain moving cost.

    • The Historical Society is also obtaining cost to move the barn owned by Betty Wathen.

  • Mayor Turnmire expressed his appreciation to Council for attending and participating in the Council Town Hall meeting.

  • Mayor Turnmire advised:

    • Armstrong Construction has returned to Wembley to complete the Museum water line.

    • Public Works Foreman has found all of the curb stops north of the railroad tracks.

    • 99 Avenue sewer replacement will be done in September.

    • Attended the Beaverlodge Victims Services Golf Tournament on June 13th

    • Mayor and CAO attended the Intermunicipal Meeting held at City Hall on June 19, 2014.

  • Mayor Turnmire requested information on Ex-Officio Commissioners For Oaths for the July 14, 2014 Council meeting.

  • CAO inquired if the Assistant Foreman Position could be implemented in July.
