MINUTES OF THE REGULAR MEETING OF COUNCIL of the Town of Wembley, in the Province of Alberta held in the Wembley Municipal Office this 9th day of June, 2014.


 

  1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:00 p.m.

  1. APPROVAL OF AGENDA

MOTION # 2014-0126

Moved by Councillor Jones that the agenda be adopted as presented.

  1. ADOPTION OF MINUTES

MOTION # 2014-0127

Moved by Councillor Holler that the minutes of the regular meeting held on May 26, 2014 be adopted as presented.

       4.  DELEGATIONS

Deana Marth met with Council to discuss reseeding the Public Utility Lot (PUL) located between 94 Street and 93 Street. Deana suggested that wooden bollards with cable be installed to prevent vehicles from using the PUL as an alley. Children in this area use the PUL as a play area and the property owners adjacent to the PUL have been maintaining it. Vehicles have been seen on the PUL and the walkway adjacent to the PUL, which is a concern for the safety for children.


       5.  FINANCE

5.1 MOTION # 2014-0128

Moved by Councillor Robichaud that the accounts payable, as identified in Schedule “A”, cheque # 20140446 to cheque # 20140476 totaling $59,512.61 be ratified.

5.2 MOTION # 2014-0129

Motion by Councillor Holler that the Monthly Statement and the Revenue and Expense Statement for the month of May 2014 be approved.

       7.  BY-LAWSBY-LAW 603(Y)                                                                                                       MOTION # 2014-0130

Moved by Councillor Jones that Bylaw 603(Y) being a Bylaw to amend Bylaw 603 be read a first time this meeting.

CARRIED UNANIMOUSLY


8. CAO REPORT

8.1 The CAO provided an update on the Regional Waterline Feasibility Study. Funding has been received. Jeff Johnston, of Aquatera has meet individually with the Village of Hythe, County of Grande Prairie and Horse Lake. He will be meeting with the Town of Beaverlodge on June 11th. A joint meeting will be scheduled after June 11th with the participating municipalities.

8.2 The CAO advised that the drawings for the water well and water line have been completed and a hard copy will be forwarded to the office for review. A Water Committee meeting may be required to review the drawings.

 

9. REPORTS

MOTION # 2014-0131

Moved by Councillor Anaka that the following reports be accepted as information:

9.1 Minutes of the Public Works Committee meeting held on June 4, 2014.

Relocating the cardboard recycling bin from Lot 3, Block 8, Plan 3679CL was discussed. It was determined that for ease of emptying the bin and to eliminate the dumping of household garbage at the site the cardboard recycling should be relocated to a more visual area.

MOTION # 2014-0132 Moved by Councillor Anaka that the recycling cardboard bin be relocated to the Truck Parking Lot; and that the bin placement on the lot be determined by the Public Works Foreman and County Disposal.

9.2 Notes from the meeting with Chris Andersen held on June 3, 2014.

9.3 Minutes of the Wembley Volunteer Fire Department meeting held on May 1, 2014.

  1. OLD BUSINESS

    1. Request to become a member of the Wembley Public Library and the Wembley Parks and Recreation Committee was discussed. The Parks and Recreation Committee has advised that the committee has the maximum required number of citizen representatives. Upon the recommendation of the Parks and Recreation Committee and in order to appoint a new member rescinding of a previous appointments would be required.

MOTION # 2014-0133 Moved by Councillor Robichaud that the Council of the rescind the appointment of Ian Quinton and Rex Barfett due to nonattendance to the Parks and Recreation Committee meetings as per Section 5(vi) of the Parks and Recreation Terms of Reference.

MOTION # 2014-0134 Moved by Councillor Anaka that Nicole George be appointed as a citizen representative to the Parks and Recreation Board and the Wembley Public Library Board.

       11.  CORRESPONDENCE

  1. Land Use Bylaw Amendment Referral Notice for Pt. SW-28-71-8-W6M was received from the County of Grande Prairie No. 1.

MOTION # 2014-0135 Moved by Councillor Jones that the Town has no objections for rezoning Pt. SW-28-71-8W6M from Agricultural (AG) to Highway Industrial (RM-4).

CARRIED UNANIMOUSLY

    1. Sponsorship for the Alberta Development Officers Association Conference was

accepted as information.

    1. Correspondence was received from AUMA/AMSC regarding the AUMA President’s Summit being held on June 18 and 19, 2014 in Calgary. This correspondence was accepted as information.

    2. Intermunicipal Government meeting will be held on June 19th from 9:30 to 11:30 a.m., in the North Conference Room at City Hall.

    3. Letter of resignation from Fire Chief Richard Querin was received.

MOTION # 2014-0136 Moved by Councillor Holler that Fire Chief Richard Querin’s letter of resignation, effective June 30, 2014, be accepted with regrets.

       12.  NEW BUSINESS

12.1 Entry for upcoming parades were discussed. Parade dates are; Wembley – September 6th, Beaverlodge – August 16th and Hythe – August 17th. Council members were requested to advise the CAO if they are available to enter the towns float.

12.2 In accordance to the Procedural Bylaw No. 663 Section 9 a discussion was held to set the Regular Council meeting dates for July and August.

MOTION # 2014-0137 Moved by Councillor Holler that the Regular Council meeting dates for the months of July and August be set as Monday, July 14th and Monday, August 11, 2014.

12.3 Appointment of weed inspectors was discussed.

MOTION # 2014-0138 Moved by Councillor Robichaud that Brenda Wheeler and Jo Coupland be appointed as the weed inspectors for the year 2014.

  1. COUNCIL REPORTS

    • Mayor Turnmire advised on the Board Development training session sponsored by the Wembley Public Library Board held on May 29, 2014

 

       14.  ROUND TABLE

  • Councillor Holler advised on the following:

    • Attended the Trauma Drama held on May 27, 2014 – This event was excellent;

    • Communities in Bloom supplied lunch to the Public Works Department;

    • Attended the Alberta Transportation Open House regarding Highway 43 Interchange on June 4, 2014;

    • Assisted with the FCSS Seniors Dinner that was held on June 6, 2014;

    • Character home relocation. Movers are scheduled to move the home next week and preparations are being finalized. The County of Grande Prairie has waived the building permit fees for this project.

  • Soap Box Derby is being held on Saturday, June 14, 2014.

  • CAO advised that she attended the Alberta Alert training that was held on June 5, 2014.

  • Mayor Turnmire advised that he had also attended the Alberta Transportation Open House. Mayor Turnmire requested that a letter be forwarded to MLA Wayne Drysdale regarding the towns concerns on the proposed Highway 43 Interchange. Mayor and CAO will write a letter.

  • Mayor Turnmire reminded the council members that the Council Town Hall meeting will be held on Monday, June 16, 2014 commencing at 7:00 p.m. He also presented a list of items for discussion for the meeting.
