MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 14th day of July, 2014.
CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA
MOTION # 2014-0162
Moved by Councillor Moncrieff that the agenda be adopted as presented.
ADOPTION OF MINUTES
MOTION # 2014-0163
Moved by Councillor Robichaud that the minutes of the regular meeting held on June 23, 2014 be adopted as presented.
Christina Ketchum, Parks and Recreation Director, met with council and presented the Parks and Recreation greens space five year plan. Changes to the five year green space plan were suggested. A Public consultation should be held to obtain public input.
Demolition Derby’s term of the lease agreement was discussed. It was suggested that the term of the lease be reduced to two years from five years.
5.1 MOTION # 2014-0164
Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule “A”, cheque # 20140546 to cheque # 20140620 totaling $126,967.66 be ratified.
5.2 MOTION # 2014-0165
Motion by Councillor Moncrieff that the Monthly Statement and the Revenue and Expense Statement for the month of June 2014 be approved.
MOTION # 2014-0166
Moved by Councillor Johnson that a Public Hearing be held to hear comments regarding the amendments to Land Use By-law #603.
The Public Hearing commenced at 8:02 p.m.
CAO Parker noted that the purpose of the amendment to the Land Use Bylaw #603 is that Pt. of NE 15-71-8-W6M be changed from Urban Reserve to Primary Commercial (C-1) and that the District Map be amended accordingly.
CAO Parker advised that in accordance to the Land Use By-law #603 and the Municipal Government Act, Notice of the Public Hearing was advertised in the Beaverlodge West County News newspaper in the June 19, 2014 and June 26, 2014 editions.

Councillor Jones moved that the Public Hearing be adjourned.
MOTION # 2014-0168
Moved by Councillor Johnson that By-law #603(Y) being a By-law of the Town of Wembley to amend By-law 603 be given second reading at this meeting.
MOTION # 2014-0169
Moved by Councillor Jones that By-law 603(Y) be given third and final reading at this meeting.
BY-LAW 682 being a by-law to provide for the licensing, control and regulation
of Hawkers and Peddlers was presented in draft form for council’s review. The CAO advised that she has submitted this by-law to County Enforcement for enforcement review.
8. CAO REPORT
8.1 MOTION # 2014-0170 Motion by Councillor Holler that the meeting go in camera.
MOTION # 2014 - 0171 Motion by Councillor Moncrieff that the meeting come out of in camera.
An in camera discussion was held regarding a legal issue regarding two Stop Orders issued on Lots 1 to 3 inclusive, Block 7, Plan 3679 CL.

Moved by Councillor Johnson that the following reports be accepted as information:

9.3 Minutes of the Wembley Volunteer Fire Department meeting held on July 3, 2014.
MOTION # 2014-0173 Moved by Councillor Jones that Deputy Fire Chief Joe Bruyere be appointed to the position of Fire Chief of the Wembley Volunteer Fire Department.
9.4 Minutes of the Wembley Public Library Board meeting held on January 14, 2014.
9.5 Minutes of the Wembley Library Board meeting held on April 9, 2014.
9.6 Minutes of the River of Death and Discovery Dinosaur Museum Society meeting held on June 5, 2014.
9.7 Minutes of the Grande Spirit Foundation Management Committee meeting held on June 6, 2014.
9.8 Minutes of the GPREP Planning and Coordinating meeting held on June 19, 2014.
Letter was received from Alberta Tourism, Parks and Recreation regarding a proposal to designate Saskatoon Mountain Natural Area lands under the Provincial Parks Act. This correspondence was accepted as information.
Correspondence was received from the Peace Library System requesting municipalities and library boards to write a letter to the Minister of Municipal Affairs supporting an increase in provincial funding.
MOTION # 2014-0174 Moved by Councillor Johnson that a letter be submitted to the Minister of Municipal Affairs supporting an increase in provincial fund for public library services in the 2015 budget.
11.1 Information was provided by the CAO regarding Ex Officio Commissioners for Oaths. By virtue of the Commissioners for Oaths Act, a member of a municipal council in Alberta is an Ex Officio commissioner without having to be appointed by the Inspector of Legal Offices.
11.2 A discussion was held on advertising for Public Hearings.
MOTION # 2014-0175 Moved by Councillor Robichaud that administration continue to advertise public hearings in the West County Beaverlodge Newspaper.
11.3 Policy #153 being a policy to approved contractors for tying into the town’s water and sewer main lines was presented to council for approval.
MOTION # 2014-0176 Moved by Councillor Holler that Policy #153 be approved with the correction of Reco Constructions phone number.
11.4 A proposal was received from the Wembley and District Arts Culture and Historical Society regarding the relocation of the old blacksmith shed.
MOTION # 2014-0177 Moved by Councillor Moncrieff that the Wembley and District Arts Culture and Historical Society be authorized to utilize the remaining budgeted funds for relocating the old blacksmith shed currently situated on Lot 1, Plan 7822876 onto a grade beam on Pt. of NE 15-71-8W6M.
11.5 Information was received from the City of Grande Prairie Mayor Bill Given regarding Specialized Municipalities. A bus tour of Strathcona is scheduled for July 18th along with information sessions regarding Specialized Municipalities.
MOTION # 2014-0178 Moved by Councillor Robichaud that Mayor Chris Turnmire be authorized to attend the tour and informational sessions in Strathcona regarding Specialized Municipalities.
11.6 A Governance Symposium will be held in Grande Prairie on September 5, 2014.
12. COUNCIL REPORTS
13. ROUND TABLE
Councillor Jones advised that she only requires one ticket to the Dino Ball and Councillor Robichaud advised that she is unable to attend the Dino Ball. CAO was instructed to offer the two tickets to the Dino Ball to the Public Works Foreman and his spouse.
Councillor Holler noted parking violations. The CAO advised Councillor Holler to contact County Enforcement regarding the parking violations.
Councillor Johnson advised that the fire department is planning an Open House retirement party for the former Fire Chief Richard Querin on August 23, 2014 from 11:00 a.m. to 3:00 p.m.
Councillor Anaka advised that the Friends of the Grande Spirit Foundation will be hosting a fundraising dinner on October 25, 2014 and that they are seeking donations for raffle items, silent auction items, gift cards or donations of cash which would be used to purchase items to raffle and auction for this event.
MOTION # 2014-0179 Moved by Councillor Moncrieff that the Town of Wembley donate one hundred dollars to the Friends of the Grande Spirit Foundation Fundraising Dinner.
Recreational vehicles parking at the Rec Centre during an event for the entire weekend was discussed. This item will be referred to the Wembley and District Agricultural Society.
The CAO advised that the Regional Crack Sealing project will commence in Wembley on July 15, 2014. An agreement between the Town of Wembley, Town of Beaverlodge and the Village of Hythe has been entered into for this project.
The CAO advised that the financial assessment of the Regional Landfill is now complete and council is invited to participate in a presentation of the findings. The consultant, Grant Thorton LLP, will provide this presentation on August 13, 2014 at 1:00 p.m. at Evergreen Park in the LSM Room.
