3.1 Minutes of the Regular Meeting of Council held on February 13, 2017.

MOTION # 2017-0048

Moved by Councillor Moncrieff that the minutes of the regular meeting of Council held on February 13, 2017 be adopted as presented.



4.1 Wembley and District Agricultural Society

  • Tanya Lamouroux, President of the AG Society thanked Council for the opportunity to update them and for their continued support over the past years.

  • Noted that the Society “broke even” in the financial report this year and that is the first time that has happened in many years.

  • Reported that the new Building Manager has completed their first year and the position is working out well so far.

  • The board of directors is proud of the success of the Society to date and maintains their commitment to making Society stronger every year.

  • The board is also very excited to be working with the Town and the Parks and Recreation Department in a joint effort to expand the existing facility to accommodate more programming and recreation needs for the community and surrounding area.

  • The board respectfully requests the continued financial support from the Town of Wembley to assist in the loan payments.

  • Discussion was held about the ATV Safety Course that is coming up on June 4, 2017.

  • Request made for ATV use in Town limits on the day of the course for participants and instructors in the course.

  • Tanya thanked the board for their time.


MOTION # 2017 – 0049

Moved by Councillor Moncrieff that the Town of Wembley authorize use of ATV’s in Town limits on June 4, 2017 for students and instructors participating in the ATV Safety Course. CARRIED UNANIMOUSLY



5.1Accounts Payable

MOTION # 2017-0050

Moved by Councillor Johnson that the accounts payable, as identified in Schedule “A”, cheque # 20170107 to cheque # 20170180 totaling $158,347.67 be ratified. CARRIED UNANIMOUSLY

    7.1 Intermunicipal Meeting schedules for April 6, 2017 commencing at 6:00 p.m.

    • CAO Parker noted that the venue has not been confirmed but as soon as she knows she will forward the details to council.

    • Advised that Hythe has chosen not to attend the Intermunicipal Meeting.

    • CAO asked Council if there are any topics they would like discussed at the meeting.

    • Council would like to discuss Highway 43 and 43X.

    • Councillor Holler, Councillor Underwood, Councillor Moncrieff, Councillor Robichaud and Mayor Turnmire confirmed that they will be able to attend.

    9.1 Minutes of the FCSS Advisory Board meeting held on February 15, 2017.


    9.2 Minutes of the Community Futures Board meeting held on December 8, 2016.

    • Council would like to invite Holly Sorgen to a Council meeting to give an update.


    9.3 Draft minutes of the GPREP Planning and Coordinating meeting held on November 10, 2016.


    9.4 Minutes of the GPREP Management Committee meeting held on September 8, 2016.



    10.1 Alberta Transportation re: Highway 43 and 43X

    • 10.2 A letter was received from Alberta Transportation acknowledging the Town of Wembley’s concerns for the proposed traffic light at Highway 43 and 43X.


    Town of Sexsmith – Highway 43 and 43X

    • A letter was received from the Town of Sexsmith stating that they will not be lobbying for a change to the planning of Highway 43 and 43X intersection construction.


    10.3 Town of Sexsmith approval to enter into discussions regarding becoming a shareholder in Aquatera Utilities Inc.

    • A letter was received from the Town of Sexsmith stating that the Council of the Town of Sexsmith unanimously approved entering into discussions with the Town of Wembley regarding becoming a shareholder in Aquatera Utilities Inc.


    10.4 Silver & Gold Pioneer Club request for appointment of a Council Representative.

    • Council would like to invite members of the Silver & Gold to meet with Council and discuss the reason for their request.


    10.5 Silver & Gold Pioneer Club request for continued funding.

    • Council has requested a financial statement be provided from the Silver & Gold Club.

    • Request for funding has been tabled to budget deliberations.



    11.1 Resident request for assistance in water meter installation costs.

    • Discussion regarding residents request for assistance in the water meter installation costs.

    MOTION # 2017-0052

    Moved by Councillor Moncrieff to deny the residents request for assistance with the water meter installation cost. CARRIED UNANIMOUSLY


    11.2 Grant funding allocations.

    • Discussion was held regarding the use of potential MSI Capital Grant Funding.

    • CAO Parker recommends that a portion of the grant application be written for a Replacement and Rehabilitation Program for water valves and hydrants.

    • CAO Parker also noted that two other options to write the grant for would be a new skid steer for Public Works or refinishing and completion of the cold storage shed located in the Public Works yard.

    • More discussion will be held at the next Public Works Committee meeting to itemize priorities.

    • Council supports the idea of investing into and upgrading our infrastructure.



    12.1 Councillor Underwood

    • Noted that she had brought the idea of joining with the Demolition Derby for the Canada Day 150 celebration back to the Parks and Recreation board and the board does not support the idea as it is two large events on opposite ends of Town.

    • They feel that there would not be enough volunteers as well the celebrations would overlap and take away from each other.


    12.2 Councillor Moncrieff

    • Advised that he has been attending the Grande Prairie Regional Tourism Board meetings and is enjoying it and thinks it is a good fit for him.

    • Noted that the board has been discussing ways to increase Museum numbers.

    • Discussions have been held with regards to Wembley’s responsibility in supporting the Museum and what the Town can do.

    • Suggestions were made such as Town branding, Walking trail from Town to Museum, Dino Days and a Fall Fair.

    • Councillor Moncrieff noted that he supports the Region needing the Town of Wembley to step up.

    • Advised that she will be out of the office two days this week for training.

    Councillor McCallum

    • Attended the Growing the North Conference. This was his first time attending it and said it was excellent, very informative.


    Councillor Holler

    • Attended the Growing the North Conference. It was excellent this year, very interesting and interactive.


    Mayor Turnmire

    • Attended the Growing the North Conference. It was very informative this year with lots of information about future technology and the effects it is going to have on communities.

    • There was an Economic Funding Development announcement for research in the Petrochemical Industry.

    • Community Futures will receive four hundred thousand dollars in funding over the next two years in support of their incubator business program.

    • Advised that CAO Parker and himself met with Mayor Bill Given regarding the shareholder option for Wembley with Aquatera and Mayor Given advised that Grande Prairie supports the option.

    • Noted that the Assessors are in Town for the County of Grande Prairie.

    • Family day was another success, thank you to all who contributed in organizing it.

    • Mayor Turnmire advised that he works with the reporter from the Beaverlodge Town and Country Newspaper to ensure that Wembley continues to get positive accurate exposure in the paper.
