2. APPROVAL OF AGENDA
MOTION # 2014-0181
Moved by Councillor Johnson that the agenda be adopted as presented.
ADOPTION OF MINUTES
MOTION # 2014-0182
Moved by Councillor Robichaud that the minutes of the regular meeting held on July 14, 2014 be adopted as presented.
Colin Ruxton met with Council to discuss power generation. Council requested that a written proposal be submitted for consideration.
5.1 MOTION # 2014-0183
Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule “A”, cheque # 20140621 to cheque # 20140713 totaling $419,623.08 be ratified.
5.2 MOTION # 2014-0184
Motion by Councillor Johnson that the Monthly Statement and the Revenue and Expense Statement for the month of July 2014 be approved.
8. CAO REPORT
8.1 The Financial Assessment of the Regional Landfill is scheduled for August 13, 2014 at the Evergreen Park in the LSM Room from 1:00 p.m. to 4:00 p.m.
8.2 CAO advised that she has contacted a Capital MSI Advisory regarding the status of the town’s application for the bi-directional tractor with attachments. The town’s application has been recommended for approval and has been forwarded to the Minister for final approval.

Moved by Councillor Holler that the following reports be accepted as information:
9.1 Draft Minutes of the Water West Committee meeting held on July 22, 2014.
9.2 Minutes of the Public Works Committee meeting held on August 6, 2014.
9.3 Minutes of the FCSS Advisory Board meeting held on May 21, 2014.
9.4 Minutes of the Parks and Recreation Committee meeting held on July 17, 2014. Councillor Jones advised that the Parks and Recreation Committee has chosen to review previous needs studies prior to hosting an open house meeting.
9.5 Minutes of the River of Death and Discovery Dinosaur Museum Society meeting held on July 3, 2014.
The Hythe & District Agricultural Society Fair is being held on August 17, 2014. Mayor Turnmire will be entering the town’s Pachyrhinosaurs in the parade.
Notification was received from Encana Corporation advised that the Encana Pad Site 10-09-71-08W6M will commence operations in 2016 as opposed to 2014 as previously advised.
A brochure on “Why Trains Whistle” was provided as information.
An invitation was received from the County of Grande Prairie No.1 for the Grand Opening of the new Public Works Building and newly renovated Administration Building and Shop. The event will take place from noon to 3 p.m. on Friday, September 19th. RSVP required by September 5, 2014.
Email received from Chris Andersen regarding the development of a well on the lot east of the museum site. The CAO advised that in preliminary discussions with George Neurohr of Alberta Environment he has indicated that Mr. Andersen should consult with a hydrogeologist to determine if a well drilled on this property would draw water from the same aquifer as the towns. This item was tabled until further information is received.
11.1 Rotation of the appointment of Deputy Mayor was discussed. MOTION # 2014-0186 Moved by Councillor Jones that Councillor Moncrieff be appointed as the Deputy Mayor effective October 1, 2014, for a one year term.
11.2 Focus Engineering – Water Supply Development Contract Tender award. Two
tenders were received.
MOTION # 2014-0187
Moved by Councillor Johnson that the Town of Wembley accept the tender bid from Mainline Construction 2014 Ltd., in the amount of $376,885.00 for the Water Supply Development
Ltd., and that Mainline Construction 2014 Ltd., be awarded the tender for the Town of Wembley Water Supply Development.
11.3 The AUMA 2014 Convention is being held on September 24th to September 26thin Edmonton. Mayor Turnmire, Councillors Johnson and Moncrieff have advised that they would like to attend the AUMA 2014 Convention.
11.4 Invitation to attend Richard Querin’s retirement from the Wembley Volunteer Fire Department on August 23, 2014 was received. An Open House and BBQ will be held at the fire hall from 11:00 a.m. to 1:00 p.m. Following the Open House council members and spouses are invited to attend the annual fire appreciation dinner.
11.5 The Intermunicipal meeting will be held on September 17, 2014 at the Sexsmith Civic Centre commencing at 6:00 p.m.
12. COUNCIL REPORTS
13. ROUND TABLE
Councillor Holler advised that the Communities in Bloom judges will be in Wembley on August 12, 2014. Mayor Turnmire will be welcoming the judges to the community. An invitation was extended to council members to attend lunch from 12:00 p.m. to 1:00 p.m.
Councillor Holler advised that the SPARC preliminary website is up and running.
Wembley’s parade will be held on September 6, 2014.
The ribbon cutting ceremony for the Philip J. Currie Dinosaur Museum was well attended.
The Amber Dino Ball was an excellent event.
Council expressed their concern about the increase of property theft in the region. CAO was instructed to add this concern to the Intermunicipal Meeting agenda
Request for removal of bull rushes on the drainage ditch adjacent to 94 street to be referred to the Public Works Department.
CAO displayed a scale model of the boardroom table for the Philip J. Currie Dinosaur Museum that is being built by George Heagle.
Mayor Turnmire advised on the tour of Strathcona County. Mayor Turnmire advised that the tour was for research and information gathering.

MOTION # 2014-0188 Motion by Councillor Anaka that the meeting go in camera.
MOTION # 2014-0189 Motion by Councillor Johnson that the meeting come out of in camera.
An in camera discussion was held regarding contracting the services of a Water Plant Level II Water Operator. An update was also provided on the legal issue regarding Stop Order issued on Lots 1 to 32, Block 7, Plan 3679 CL.
