MINUTES OF THE REGULAR MEETING OF COUNCIL of the Town of Wembley, in the Province of Alberta held in the Wembley Municipal Office this 8th day of September, 2014.


  1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:00 p.m.

  1. APPROVAL OF AGENDA

Moved by Councillor Holler that the agenda be adopted as presented.

Moved by Councillor Johnson that the minutes of the regular meeting held on August 11, 2014 be adopted as presented.

5.1 MOTION # 2014-0193

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule “A”, cheque # 20140714 to cheque # 20140808 totaling $292,560.13 be ratified.

5.2 MOTION # 2014-0194

Motion by Councillor Jones that the Monthly Statement and the Revenue and Expense Statement for the month of August 2014 be approved.

       7.  BY-LAWS

 

MOTION # 2014-0195

Moved by Councillor Anaka that By-law 683 being a by-law to provide for the licensing, control and regulation of Hawkers and Peddlers within the Town of Wembley be read a first time this meeting.

Moved by Councillor Moncrieff that By-law 683 receive second reading.

8. CAO REPORT

8.1 The CAO advised that under the Alberta Community Partnership, Intermunicipal Collaboration component that a grant application has been forwarded for Street Repair Equipment in the amount of $345,503.00. The Town of Wembley, Town of Beaverlodge and the Village of Hythe have partnered for this venture and the Town of Wembley will be the managing partner. The street repair equipment will be equally owned by the partnering municipalities and each municipality will have equal access to the equipment.

 
MOTION # 2014-0199

Moved by Councillor Anaka

Whereas the Town of Wembley, Town of Beaverlodge and the Village of Hythe deem it desirable to partner in a grant application under the Intermunicipal Collaboration component of the Alberta Community Partnership program for the purchase of street repair equipment;

Be it Resolved That the Council of the Town of Wembley authorizes the Town of Wembley to be the Managing Partner in the application for the purchase of street repair equipment;

Further Be it Resolved that the Town of Wembley, a participating municipality, agrees to abide by the terms of the Conditional Grant Agreement, governing the purpose and use of the grant funds.

The CAO advised that a second grant application to the Intermunicipal Collaboration component of the Alberta Community Partnership program will be forwarded for the purchase of a wheeled excavator with the Village of Hythe being the managing partner. The partners for this venture are the Town of Wembley, Town of Beaverlodge and the Village of Hythe.

8.2 The CAO advised the agenda items for the Intermunicipal Meeting that will be held on September 17, 2014 in Sexsmith at the Sexsmith Civic Centre.

8.3 The CAO advised that two employees have been hired for the Public Works Department and that the Public Works Department will now be operating with a full crew.

 

9. REPORTS

MOTION # 2014-0200

Moved by Councillor Johnson that the following reports be accepted as information:

9.1 Minutes of the Public Works Committee meeting held on September 3, 2014.

MOTION # 2014-0201 Moved by Councillor Moncrieff that the CAO, in consultation with the Public Works Foreman and the Human Resource Committee, be granted the authority to adjust employee wages as required.

 9.3 Notes of the SPARC committee meeting held on August 21, 2014 were reviewed.

9.4 County of Grande Prairie Enforcement and Animal Control report for the month of July 2014.

  1. CORRESPONDENCE

    1. Proclamation – Muscular Dystrophy Awareness Month.

MOTION # 2014-0202

Moved by Councillor Moncrieff that Mayor Turnmire be authorized to proclaim September 2014 as Muscular Dystrophy Awareness Month in the Town of Wembley.

CARRIED UNANIMOUSLY

    1. Letter received from Minister Greg Weadick, Municipal Affairs, advising that public library operating grants remain stable and that Municipal Affairs has increased support to all public libraries by investing in e-content, interlibrary loans and resource sharing each year since 2010.

    2. Correspondence was received from the County of Grande Prairie No. 1 advising that the Land Use Bylaw Amendment on Pt. of SW 28-71-8W6M was deemed refused.

    3. Email was received from Fire Chief Joe Bruyere advising that the Fire Department has been requested to do a control burn on a residence located on Pt. of SW 22-71-8W6M. The Fire Department would use this opportunity as training and that local fire departments would be invited to participate in the training. MOTION #2014-0203 Moved by Councillor Anaka that the Council of the Town of Wembley has no objections for a control burn for training purposes under the condition that all regulatory provisions are abided to.

       11.  NEW BUSINESS

  1. County of Grande Prairie No. 1 Assessment Service Contract was reviewed. MOTION # 2014-0204 Moved by Councillor Holler that the CAO be authorized to sign the County of Grande Prairie No. 1 2015 Assessment Service Contract on behalf of the Town of Wembley.

    1. Land Lease Agreement for Pt. of NE 15-71-8W6M was reviewed.

MOTION #2014-0205 Moved by Councillor Johnson that a land lease agreement be entered into with the Wembley and District Arts, Culture and Historical Society for 6.40 acres on NE 15-71-8W6M; and that the CAO be authorized to sign the agreement on behalf of the Town of Wembley.

    1. Members of Council attended the 2014 AUMA Convention will be meeting with RCMP K Division to discuss policing concerns.

    1. The Atco Electric Franchise Agreement allows for an annual change to the franchise fee percentage.

MOTION # 2014-0206 Moved by Councillor Moncrieff that the Atco Electric franchise fee percentage remain at 6 percent.

    1. A draft copy of the North Wembley Area Structure Plan (ASP) as prepared by ISL Engineering in association with Beairsto Lehners and Ketchum on behalf of Chris Andersen was presented to council for review.

    2. Invitation to attend the fundraising Fall Supper for the Wembley & District Arts, Culture and Historical Society was received. The Fall Supper will be held on October 18th commencing at 6:00 p.m., at the Wembley Recreation Centre.

 

       12.  COUNCIL REPORTS

  • None

 

       13.  ROUND TABLE

  • The CAO and Mayor Turnmire attended the Regional Landfill Financial Assessment

Review on August 13, 2014.

  • The CAO advised that a construction meeting regarding the new well and water line was held on September 8, 2014.

  • The CAO and Mayor attended a meeting with Atco Electric to review the 2013 Franchise Report.

  • Councillor Anaka inquired if grass will be reseeded in the ditches off 97 Street where the Museum water line was installed. CAO will review construction contract.

  • Demo Derby was well attended and enjoyed by those that attended.

  • A suggested was made that the Fireworks at the Demo Derby be held earlier in the evening.

  • Councillor Anaka inquired on the plans for the rodeo grounds area. Are the pens going to be dismantled? This item will be referred to the Public Works Department.

  • Councillor Anaka is investigating a CN noise wall.

  • Councillor Holler advised:

    • The Communities in Bloom’s CN Connections grant application was refused.

    • Communities in Bloom committee provided lunch for the CIB judges and the Town of Wembley staff and also thanked Mayor Turnmire for meeting with the CIB judges.

    • The Wembley and District Arts, Culture and Historical Society has purchased a church that was originally located in Wembley, a school house and two outhouses that will be moved to the historical site.

    • The street lights on 93 Avenue have been malfunctioning.

  • Mayor Turnmire was thanked for entering the town’s float in the parade.

  • Mayor Turnmire advised:

    • That he entered the town’s float in the Hythe parade.

    • The Wembley Public Library “End of Summer Reading Program” was well attended.

    • He attended the Wembley Volunteer Fire Department Open House held on August 23, 2014 and the retirement party for Richard Querin.

  • Parade was well attended. Mayor Turnmire suggested that instead of throwing candy to the children during the parade that an alternate be considered.

  • Water flow tests for the Museum was done on August 25 and 26th.
