MINUTES OF THE REGULAR MEETING OF COUNCIL of the Town of Wembley, in the Province of Alberta. Held in the Wembley Municipal Office, this 10th day of November, 2014.

1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:00 p.m.

2. APPROVAL OF AGENDA

Moved by Councillor Jones that the agenda be adopted with the following additions:

3. ADOPTION OF MINUTES

Moved by Councillor Anaka that the minutes of the regular meeting held on October 27, 2014 be adopted as presented.

5.1 MOTION # 2014-0254
Moved by Councillor Robichaud that the accounts payable, as identified in Schedule "A", cheque # 20140975 to cheque # 201401021 totaling $28,553.15 be ratified.

Motion by Councillor Jones that the Monthly Statement and the Revenue and Expense Statement for the month of October 2014 be approved.

9. REPORTS
MOTION # 2014-0256
Moved by Councillor Holler that the following reports be accepted as information:
9.1 Minutes of the Public Works meeting held on November 5, 2014.
9.2 Minutes of the Parks and Recreation Committee meeting held on October 28, 2014. The outdoor skating rink has been set up.
9.3 Minutes of the FCSS Advisory Committee meeting held on October 22, 2014. The Home Support budget is on target.
9.4 County Enforcement Services and Animal Control Services report for October
2014.

10. CORRESPONDENCE
10.1 Correspondence was received from interim Chair Leanne Beaupre regarding the formal formation of the Northern Alberta Water and Wastewater Stakeholder Group.

Moved by Councillor Robichaud that Councillor Anaka be the appointed representative for the Town of Wembley to the Northern Alberta Water and Wastewater Stakeholder Group; and that Councillor Moncrieff will serve as the alternate representative.

10.2 Financial support request was received from Farm Safety Centre and was accepted as information.

11. NEW BUSINESS
11.1 Request to proclaim November 20, 2014 as National Child Day in recognition of the United Nations Convention on the Rights of the Child was received.

Moved by Councillor Johnson that Mayor Chris Turnmire proclaim November 20, 2014 as National Child Day in the Town of Wembley.

11.2 The GPREP Regional All Hazards Emergency Plan was reviewed.

Moved by Councillor Robichaud that the Grande Prairie Regional Emergency Partnership Regional All Hazards Emergency Plan be adopted as present.

11.3 MOTION # 2014-0260 Moved by Councillor Moncrieff that only one Council Meeting be held in the month of December and that the meeting date be set as Monday, December 8th, 2014.

11.4 Christmas Light Up Contest was discussed.
MOTION # 2014-0261
Moved by Councillor Robichaud that the Town of Wembley sponsor a Christmas Light Up Contest; and that the prizes awarded shall be:
1st Place $100.00; 2nd Place - $75.00 and 3rd Place $50.00; and that judging shall take place between December 10th and 17th, 2014.

11.5 Tenders for the Bi-Directional Tractor were reviewed.

Moved by Councillor Johnson that the tender for a 2014 New Holland TV6070 Bi-Directional Tractor received from Douglas Lake Equipment Ltd., in the amount of $162,881.02 be accepted.

Moved by Councillor Moncrieff that the Council adjourns from the order of business and move in camera.

Moved by Councillor Jones that the Council reconvene the order of business.

Discussions in camera were in regards to a legal issue and employee remuneration for 2015.

11.6 The Cost of Living Allowance (COLA) for employees was discussed.
MOTION # 2014-0265
Moved by Councillor Moncrieff that all Town of Wembley employees receive a 3.6% COLA increase to their wages effective January 1, 2015.

11.7 The CAO vacated the council chambers so that the Council could prepare the CAO evaluation and discuss her 2015 remuneration. The CAO returned to the council chamber and the CAO evaluation was discussed with her.
MOTION # 2014-0266
Moved by Councillor Johnson that the CAO's salary be increased by 8.01% (which includes a 3.6% cost of living allowance) for 2015; and that the revised CAO Employment Agreement be approved as presented and that the Mayor be authorized to sign the CAO Employment Agreement on behalf of the Town of Wembley.

11.8 Discussion was held on setting the date for the 2014 Tax Sale.

Moved by Councillor Holler that the 2014 Tax Sale be held on March 5, 2015 at
10:00 a.m. at the Town Office.

12. COUNCIL REPORTS
Councillor Holler advised that Remembrance Day Service participants will meet at the Community Hall at 10:30 a.m. A ham lunch will be served after the service.

13. ROUND TABLE
CAO Parker advised that she attended a Strategic planning workshop in
Beaverlodge on the evening of November 7, 2014.
Councillor Johnson advised:
Wembley Volunteer Fire Department did a safety patrol in the evening of Halloween.
FCSS did a great job on the Halloween Fright Night.
Councillor Moncrieff advised:
The Parks and Recreation Committee is hosting Gym nights on Fridays at the Helen E. Taylor School.
In the New Year the Wembley Volunteer Fire Department will be changing their meeting and training schedules to Wednesday nights.
Councillor Jones advised that one of the Parks and Recreation Committee goals
is walking paths. The committee has been in contact with Wembley Developments and Communities in Bloom. Grant funding is being sought.
Mayor Turnmire advised that he participated in a tour of the Museum on
October 30th. The Museum completion inspection is scheduled for the end of November and museum staff may possibly move into the museum after the inspection.
Mayor Turnmire advised that he attended a meeting at MLA Wayne Drysdale's
office regarding the right in – right out on the east access of the North Wembley Area Structure Plan.
