MINUTES OF THE REGULAR MEETING OF COUNCIL of the Town of Wembley, in the Province of Alberta held in the Wembley Municipal Office this 9 th day of July 2018.


1. CALL-TO-ORDER

Mayor Turnmire called the meeting to order at 7:00 p.m.

2. APPROVAL OF AGENDA

MOTION # 2018-0171
Moved by Councillor Moncrieff that the agenda be adopted with the deletion of 5.2 – Revenue and Expense Statement. CARRIED UNANIMOUSLY

3. ADOPTION OF MINUTES

3.1 Minutes of the Regular Meeting of Council held on June 25, 2018.

MOTION # 2018-0172
Moved by Councillor McDonald that the minutes of the regular meeting of Council held on June 25, 2018 be adopted as presented. CARRIED UNANIMOUSLY

4. DELEGATIONS

4.1 7:50 p.m. – Kelly McTaggart, Canadian Association of Petroleum Products.

  • Kelly McTaggart and Chris Montgomery introduced themselves and thanked Council for the opportunity to provide them with an update.
  • Explained that CAPP represents large and small companies that produce about eighty percent of Canada’s natural gas and crude oil.
  • Discussed challenges the industry is facing with regards to policy and regulatory uncertainty, delays in regulatory approvals and significant cost increases due to recent policy changes.
  • Thanked Council for their time and excused themselves at 8:00 p.m.

5. FINANCE

5.1 Accounts Payable.

Moved by Councillor McCallum that the accounts payable, as identified in Schedule “A”, cheque # 20180625 to cheque # 20180679 totaling $136,057.05 be ratified. CARRIED UNANIMOUSLY

6. PUBLIC HEARING

6.1 8:00 p.m. – Bylaw 603(AB)

MOTION # 2018-0174
Moved by Councillor Johnson that a Public Hearing be held to hear comments regarding the amendment to the Land Use Bylaw #603. CARRIED UNANIMOUSLY

The Public Hearing Commenced at 8:01 p.m.
Administrative Assistant Tanya Skinner advised that an application to amend the Land Use Bylaw was submitted to administration on June 12, 2018 requesting that a Gas Bar be a Permitted Use of Lot 1, Plan 7822876. Bylaw 603(AB) was given first reading on June 25, 2018. In accordance to Section 606(1) of the MGA, Notice of the Public Hearing was advertised in the June 28, 2018 and July 5, 2018 editions of the Town and Country Newspaper.

There were no general comments or presentations from the public.

MOTION # 2018-0176
Moved by Councillor Underwood that Bylaw 603(AB) being a Bylaw of the Town of Wembley to amend Bylaw 603 be given second reading at this meeting. CARRIED UNANIMOUSLY

Moved by Councillor McDonald that Bylaw 603(AB) being a Bylaw of the Town of Wembley to amend Bylaw 603 be given third and final reading at this meeting. CARRIED UNANIMOUSLY

6.2 8:10 p.m. – Bylaw 707

MOTION # 2018-0178
Moved by Councillor Johnson that a Public Hearing be held to hear comments regarding the Public Notification Bylaw #707. CARRIED UNANIMOUSLY

The Public Hearing Commenced at 8:05 p.m.
Administrative Assistant Tanya Skinner advised that Section 606.1(1) of the Municipal Government Act authorizes the council to pass a bylaw to provide for one or more methods, which may include electronic means, for advertising proposed bylaws, resolution, meetings, public hearings and other things.
Bylaw 707 was given first reading on June 25, 2018. In accordance to Section 606(1) of the MGA, Notice of the Public Hearing was advertised in the June 28, 2018 and July 5, 2018 editions of the Town and Country News newspaper.
There were no general comments or presentations from the public.

MOTION # 2018-0180
Moved by Councillor Moncrieff that Bylaw 707 being a Bylaw of the Town of Wembley to establish alternate methods of advertising statutory notices be given second reading at this meeting. CARRIED UNANIMOUSLY

Moved by Councillor McDonald that Bylaw 707 being a Bylaw of the Town of Wembley to establish alternate methods of advertising be given third and final reading at this meeting. CARRIED UNANIMOUSLY

7. BY-LAWS

7.1 Bylaw 708 – Chief Administrative Officer Bylaw
Being a Bylaw of the Town of Wembley, in the Province of Alberta, to establish the position of Chief Administrative Officer and to define the duties, powers and functions of that position.

8. CAO REPORT

8.1 Attended the IDP Steering Committee meeting held on June 25, 2018.
8.2 Attended the IDP Open House held on June 26, 2018.
8.3 Attended a lunch meeting with CAO Bob Nicolay on June 26, 2018.
8.4 Met with Dennis Hussey, Bearisto Engineering to review Subdivision Endorsement documents.

Moved by Councillor McDonald that the following reports be accepted as information: CARRIED UNANIMOUSLY

10.1 Minutes of the FCSS Advisory Board meeting held on June 14, 2018.
10.2 Email from Clark Peters, Enforcement Services re: School Zone Enforcement.

  • Discussion was held regarding the option of putting removable rubber speed bumps in some of the areas of concern around town, Councillor Moncrieff requested that it be put on the next Public Works meeting agenda.

10.3 Minutes of the Public Works Committee meeting held on July 4, 2018.

  • Discussion was held regarding the graffiti on the Town Hall, it needs to be dealt

with as the words are starting to show through and it looks terrible.
10.4 County Enforcement and Animal Control Report for the month of June 2018.
10.5 Wembley Fire Department Fire Service Report.

11. CORRESPONDENCE

11.1 National Drowning Prevention Week Proclamation

Moved by Councillor Johnson that the Council of the Town of Wembley, proclaim July 15 – 21, 2018 NATIONAL DROWNING PREVENTION WEEK in the Town of Wembley and do commend its thoughtful recognition to all citizens of Wembley, Alberta. CARRIED UNANIMOUSLY

11.2 Alberta Parks and Recreation – Elected Officials Workshop

Moved by Councillor Gundersen that the Council of the Town of Wembley authorize the Parks and Recreation Representatives and the Parks and Recreation Director the opportunity to take the recreational courses on line. CARRIED UNANIMOUSLY

Councillor Johnson

  • Provided Council with an update regarding the water issue over the past few days.
    • Advised that there was an issue with the water from the backwash cycle of the water treatment plants getting into the reservoir.
    • Explained that the manhole outside of the WTP was plugged and not draining properly and as it filled it was going through the reservoir overflow pipe back into the reservoir as there was no check valve in the pipe.
    • The pink discoloration was from permanganate.
    • The problem is being rectified.

Councillor Underwood

  • Has the banners for the Summer Games and will deliver them to Christina.

Mayor Turnmire

  • June 26, 2018 – Attended the IDP Open House.
  • July 3, 2018 – Meeting with NuVista regarding community needs.
  • July 4 & 5, 2018 – Attended the regional interest workshop.
