MINUTES OF THE REGULAR MEETING OF COUNCIL of the Town of Wembley, in the Province of Alberta. Held in the Wembley Municipal Office this 24th day of November, 2014.

1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:00 p.m.

2. APPROVAL OF AGENDA
MOTION # 2014-0269
Moved by Councillor Holler that the agenda be adopted with the addition of: CAO Report 8.2 - 99th Avenue Storm culvert installation:

3. ADOPTION OF MINUTES
MOTION # 2014-0270
Moved by Councillor Jones that the minutes of the regular meeting held on November 10, 2014 be adopted as presented.

4. DELEGATIONS
Members of the RCMP were unable to attend the meeting.

5. FINANCE
5.1 MOTION # 2014-0271
Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule "A", cheque # 20141022 to cheque # 20141101 totaling $209,577.67 be ratified.

6. PUBLIC HEARING
6.1 MOTION # 2014-0274
Moved by Councillor Jones that a Public Hearing be held to hear comments regarding the amendments to Land Use By-law #603.

The Public Hearing commenced at 8:00 p.m.

CAO Parker noted that the purpose of the amendment to the Land Use Bylaw #603 is that Parcel A, Plan 8363 ET be changed from Manufacture Home Park (MHP) to Residential Multi-Family (R-3) and that the District Map be amended accordingly.

CAO Parker advised that in accordance to the Land Use By-law #603 and the Municipal Government Act, Notice of the Public Hearing was advertised in the Beaverlodge West County News newspaper in the October 30, 2014 and November 6, 2014 editions.

There were no general comments or presentations from the public.

7. BY-LAWS
BY-LAW 603(Z)
7.1 MOTION # 2014-0276
Moved by Councillor Johnson that By-law #603(Z) being a By-law of the Town of Wembley to amend By-law 603 be given second reading at this meeting.

Moved by Councillor Holler that By-law 603(Z) be given third and final reading at this meeting.

8. CAO REPORT
8.2 A discussion was held on the increased cost to insulate and heat trace the
culvert on 99 Avenue. This item will be referred to the Public Works Committee meeting.

9. REPORTS
MOTION # 2014-0278
Moved by Councillor Anaka that the following reports be accepted as information:
9.1 Minutes of the Wembley Volunteer Fire Department meetings held on August 7th, September 4th and October 2, 2014. Councillor Johnson advised that the Wembley Volunteer Fire Department will not be participating in future Mud Bog events.
9.2 Minutes of the Community Futures Board of Directors meeting held on
October 9, 2014.
9.3 Minutes of the Parks and Recreation Committee meeting held on November 18, 2014. Playground signage for the Wembley Development Playground will be ordered.

10. CORRESPONDENCE
10.1 Correspondence received from Ducks Unlimited Canada regarding obtaining the
Water License for Spring Creek 1.

Moved by Councillor Johnson that the CAO be authorized to proceed in obtaining the Water Licence for Spring Creek 1.

11. NEW BUSINESS
11.1 2015 Water/Sewer/Garbage and Recycling Rates for 2015 were discussed.
11.2 A Water for Life Grant Application will be completed for the Regional Water Line.

Moved by Councillor Johnson Be that the Council authorizes the Town of Wembley to forward an application to Alberta Transportation for the West Regional Water Line under the Water for Life Program.

11.3 Caretaker Permit was received from Alberta Transportation for Wembley welcome sign located at the west access.

Moved by Councillor Anaka that the CAO be authorized to sign the Alberta Transportation Caretaker Permit being File No. 1490-5 6-8-7122NW on behalf of the Town of Wembley.

11.4 Town Office hours during the Christmas season was discussed.

Moved by Councillor Moncrieff that the Town Office will be closed as follows during the Christmas season: December 24th, December 25th, and December 26th, 2014 and January 1st, 2015.

12. COUNCIL REPORTS
Mayor Turnmire inquired on the Seniors Housing meeting that was held on November 14, 2014. Councillor Anaka advised that he had to leave the meeting due to his employment and that meeting notes will be forwarded to him.

13. ROUND TABLE
CAO Parker advised that Ministerial approval to purchase the Bi-Directional Tractor with attachments has been received.
CAO advised that a Retirement Celebration is being held for Carrie Gaunt, CAO for the Town of Sexsmith on November 28, 2014. The CAO displayed the gift purchased for CAO Gaunt.

Moved by Councillor Moncrieff that Policy Number 028 be amended to read:
A framed picture of the Town of Wembley will be purchased and engraved with the council members name and years of service when a Councillor resigns.

Councillor Holler advised that the Remembrance Day Service was well attended.
Councillor Holler advised that she has been reappointed to the County Recreation Board.
Mayor Turnmire reminded Council that the Water Study Governance Workshop is being held on Tuesday November 25, 2014 at 1:30 pm., at the Community Hall.
Mayor Turnmire extended a thank you to the Public Works Department for traffic control during the Remembrance Day Service.
