MINUTES OF THE REGULAR MEETING OF COUNCIL of the Town of Wembley, in the Province of Alberta held in the Wembley Municipal Office this 10 th day of December 2018.

3.1 Minutes of the Regular meeting of Council held on November 26, 2018.

Moved by Councillor McCallum that the minutes of the Regular meeting of Council held on November 26, 2018 be adopted as presented. CARRIED UNANIMOUSLY


4.1 7:30 p.m. – Source Energy Services – Ray Zavery

  • Representatives from Source Energy and Tidewater thanked Council for the opportunity to meet.
  • Ray explained that Tidewater has approached Source Energy regarding a business venture.
  • Source Energy is planning a public open house regarding the proposal in January 2019.
  • CAO Parker advised that the first step would be for Source Energy and Tidewater to submit a proposal with a Development Proposal
  • Thanked Council for their time and excused themselves at 8:05 p.m.

5.1 Accounts Payable.

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule “A”, cheque # 20181216 to cheque # 20181272 totaling $346,796.64 be ratified. CARRIED UNANIMOUSLY

5.2 Revenue and Expense Statement and Monthly Report for November 2018.

Moved by Councillor Johnson that the Council approve the Revenue and Expense Statement and the Monthly Report for the month of November 2018. CARRIED UNANIMOUSLY

5.3 2019 Interim Budget

Moved by Councillor Gundersen that Council approve the 2019 Interim Budget. CARRIED UNANIMOUSLY


6.1 8:30 p.m. – Becoming an Aquatera Shareholder

Moved by Councillor Gundersen that a Public Hearing be held to hear comments regarding becoming an Aquatera Shareholder. CARRIED UNANIMOUSLY

The Public Hearing Commenced at 8:29 p.m.

CAO Parker advised that there are no applications in favor of or opposed to becoming an Aquatera Shareholder.

Notice of the Public Hearing was advertised as per the Advertising Bylaw, on the Website, in Town Office and in the newsletter.
There were no general comments or presentations from the public.

8.1 Met with Dave McRae, ISL Engineering, regarding the MDP on November 28, 2018

8.2 Met with Susan Hunter and Chelsea Lewis, Aquatera, on November 29, 2018 regarding the communication plan.

  • Advised Council that there will be a water rate increase in March 2019.

8.3 Attended the IDP working meeting on December 7, 2018.

9.1 Aquatera Agreements

Moved by Councillor Johnson that Council authorize the Town of Wembley to become a shareholder of Aquatera Utilities Inc, and to enter into the following agreements:

  1. Wastewater Asset Sale Agreement
  2. Water Asset Sale Agreement
  3. Cost Recovery Agreement
  4. Franchise Agreement
  5. Unanimous Shareholder Agreement
  6. Water to Wembley Interim Financing Agreement
  7. Water to Wembley Line Asset Sale


9.2 ISL Engineering – Draft WWTF Technology Review

  • CAO Parker reminded Council of the waste water meeting December 11, 2018 @ 7:00 p.m.
    • Aquatera will be present and ISL will be phoning into the meeting.
    • All Council will be in attendance except Councillor Johnson who will attend the WASP meeting.

9.3 Arctic Winter Games

  • Information will be passed onto the Parks and Recreation Department.

9.4 Strategic Planning

  • Mayor Turnmire recommends tabling to a special meeting where Council can set priorities and decide how to bring it to the public.

9.5 Meeting with Aquatera and ISL Engineering on December 11 th @ 7:00 p.m. re: Wastewater Treatment upgrade.

10.1 Draft minutes of the Water North Coalition held on November 15, 2018.

  • Councillor McCallum noted that he will not be attending the next meeting as it is in Lac La Biche and is to far to travel.

10.2 Highlights of the Peace Library System board meeting held on November 24, 2018.

10.3 County Enforcement and Animal Control reports for the month of November 2018.

10.4 Minutes of the GPREP Planning and Coordinating meeting held on September 13, 2018.

10.5 Minutes of the FCSS Advisory Board meeting held on November 18, 2018.


11.1 Lexterra Land – AER D56 Notification

  • Council accepts as information.

11.2 Philip J. Currie Dinosaur Museum Media Release.

  • The Town of Wembley continues to support the Museum with a commitment of five thousand dollars a year for the next three years.

11.3 Alberta Municipal Affairs – City Charters Fiscal Framework Act

  • Council accepts as information.

11.4 Peace River Regional District – Southern Mountain Caribou

  • Council accepts as information.

11.5 Rural Transportation Pilot Project – Municipal Guideline for Communicating to the Public.

  • CAO Parker advised Council to follow these guidelines when discussing this project.
  • Noted there was approximately fifty people at the launch and that there is a great video on the website.


12.1 Tax Write off – Roll # 526901

Moved by Councillor Moncrieff that Council approve that three thousand nine hundred twenty five dollars and two cents on Roll # 526901 be written off as the business no longer exists. CARRIED UNANIMOUSLY

12.2 Potential Subdivision Pt. of SE 22-71-8W6M

  • CAO Parker advised that she has been working on a subdivision plan to divide the Motor Sports Field to separate the area for proposed lagoon expansion so that Aquatera does not acquire the entire field.
    • Council consensus is for CAO to proceed with in talks with Aquatera and proposed subdivision.

12.3 FOIP 24(1)(a)(i) – Closed Session

Moved by Councillor Johnson that the Town of Wembley retain the services of John Simpson to assist and consult with the Town during the development of the ICF and IDP Agreements CARRIED UNANIMOUSLY

12.4 Offer to purchase Massey Ferguson Tractor

Moved by Councillor Moncrieff that Council accept the offer from Owen Farnell to purchase the 1998 Massy Ferguson Tractor from the Town of Wembley for the amount of two thousand five hundred dollars. CARRIED UNANIMOUSLY

12.5 Employee Renumeration

Moved by Councillor Gundersen that the Council of the Town of Wembley increase town employee wages effective January 1, 2019 as identified in Schedule “A” CARRIED UNANIMOUSLY

12.6 CAO Evaluation

MOTION # 2018-0572
Moved by Councillor McCallum that the CAO receive a 2.5% cost of living allowance and an additional 2% salary increase effective January 1, 2019. CARRIED UNANIMOUSLY


Councillor Johnson

  • Attended the AUMA conference.
  • Networking was great however it was not as informative as last year, felt that it was very scaled back.


CAO Parker

  • Advised that resignation was received from the janitor, so the position will be advertised.

Administrative Assistant Tanya Skinner

  • Thanked Council for their continued support at the Winter Gala, noting that it was a great success.

Councillor Guimond

  • The Winter Gala was awesome.

Councillor Gundersen

  • Senior’s Brunch event sold out and was a great success.
  • Light the Night was great but would like to see more Council in attendance.
  • Winter Gala was great.

Mayor Turnmire

  • November 29 – Attended Local Government Service Workshop.
  • Senior’s Brunch was awesome.
  • Business Elite Canada is looking to do major infrastructure stories.
    • Council is not interested at this time and accepts as information.
  • Attended the County Connector meeting today.
  • Nautical Energy is opening a two billion dollar methanol plant next to the old Weyerhaeuser that will create about one thousand construction jobs.
  • Will be attending the annual Helen E Taylor Christmas meal and advised that Council must respond by December 13 th , 2018.
