MINUTES OF THE REGULAR MEETING OF COUNCIL of the Town of Wembley, in the Province of Alberta held in the Wembley Municipal Office this 11 th day of March 2019.


1. CALL-TO-ORDER

Mayor Turnmire called the meeting to order at 7:00 p.m.

Moved by Councillor Johnson that the accounts payable, as identified in Schedule “A”, cheque # 20190177 to cheque # 20190207 totaling $77,285.02 be ratified. CARRIED UNANIMOUSLY

5.2 Revenue and Expense and Monthly Statement for the month of February 2019.

Bylaw #719 – A Bylaw of the Town of Wembley in the Province of Alberta for the purpose of setting rates and charges for wastewater services.

Bylaw #720 Being a Bylaw of the Town of Wembley, in the Province of Alberta to establish Joint Assessment Review Boards for the County of Grande Prairie No. 1, Town of Wembley, Town of Sexsmith, Town of Beaverlodge, and Village of Hythe.

Moved by Councillor Underwood that the following reports be accepted as information: CARRIED UNANIMOUSLY

10.1 Minutes of the Public Works Committee meeting held on March 6, 2019.

  • Mayor Turnmire advised that the leak at the water treatment plant is being dealt with and in the interim Public Works has dug a hole in the back and is pumping water out of it to prevent water pooling in back yards down 99 A Ave.
  • CAO Parker advised that she applied for an FCC grant in the amount of thirty two thousand dollars for renovations to the Town Hall including the rest of the roof, siding, facia, soffits, and downspouts.

Moved by Councillor Moncrieff that Council approve administration to apply for the Farm Credit Corporation Grant in the amount of thirty two thousand dollars for renovations to the Community Hall. CARRIED UNANIMOUSLY

11. CORRESPONDENCE

11.1 Email from Barry Morishita, AUMA re: Responsible Resource Development

MOTION # 2019-0077
Moved by Councillor Johnson that the Town of Wembley support the Resource Communities of Canada Coalition;
WHEREAS responsible resource development is essential for the future of Canadian municipalities.
WHEREAS there is a need to coordinate the Canadian municipal voice to:
1. Advocate for a responsible resource industry.

2. Ensure municipal perspectives are being heard on issues impacting resource development.

3. Share factual information regarding resource development interests.
WHEREAS the Alberta Urban Municipalities Association (AUMA) and other municipal associations across Western Canada have created a Resource Communities of Canada Coalition to facilitate a coordinated approach to represent municipal resource development interests across the country.
WHEREAS the Alberta Urban Municipalities Association (AUMA) and other municipal associations across Western Canada are asking municipalities to support the Resource Communities of Canada Coalition. CARRIED UNANIMOUSLY

12.1 Appointment of Acting CAO

Moved by Councillor Moncrieff that Tanya Skinner, Administrative Assistant be appointed as the acting CAO until such time as a CAO is hired. CARRIED UNANIMOUSLY

12.2 Muniware Training Day – April 2, 2019 – Red Deer

Moved by Councillor Johnson that Council authorize the Finance Clerk to attend the Muniware Training Day in Red Deer. CARRIED UNANIMOUSLY

12.3 Policy No. PW 19

MOTION # 2019-0080
Moved by Councillor Moncrieff that Council pass Policy # PW 19 being a policy for Snow Removal – Extreme Cold Weather. CARRIED UNANIMOUSLY

13. COUNCIL REPORTS

13.1 Councillor Guimond.

  • Advised that she attended her first tourism meeting and that the next meeting is April 3, 2019 in Beaverlodge.

14. ROUND TABLE

Councillor Gundersen

  • Advised that he is finding the community more engaged lately and reaching out to him as a Councillor.

Councillor Moncrieff

  • Thanked the Council members that participated in the interview process.

Councillor Johnson

  • Advised that the two days of interviews went well.

Councillor Underwood

  • Attended the Sports Excellence Awards with Christina and it was a great event.

CAO Parker

  • Advised she spoke with Greg from CN about the tree line and the lease of the property, noting the lease amount would be two thousand five hundred dollars a year.
  • Thanked Council for their support over the years.
    • Submitted the breakdown of payout for holidays and Council days.

Moved by Councillor Johnson that Council approve the payout amount for holiday and council days to Lori Parker as per Schedule “A”. CARRIED UNANIMOUSLY

Mayor Turnmire

  • Advised that there is a small delay in the water line and they are about two weeks behind schedule.
  • Expressed frustration with how long ATCO is taking to repair the new street lights that they installed but are not working.
  • Expressed a heartfelt farewell and thank you to Lori wishing her well.
