1.  CALL-TO-ORDER              Mayor Turnmire called the meeting to order at 7:00 p.m.

2.  APPROVAL OF AGENDA

MOTION # 2015-0061

Moved by Councillor Jones that the agenda be adopted as presented.

3.  ADOPTION OF MINUTES

MOTION # 2015-0062

Moved by Councillor Johnson that the minutes of the regular meeting held on March 9, 2015 be adopted as presented.

4.  DELEGATIONS

Aaron Halwa – Public Works Foreman

Discussion included;

Well # 6, George Neurohr recommended blending samples from Wells, 4, 5 and 6 with different ratios, to reduce Iron, Manganese and Sodium levels.  The most effective ratio was 4:1.  George is putting together a graph with ratio results.

Well # 6 is ready just have to set pump, flush lines, hook up for wireless data and waiting on Alberta Environment for licensing.

Discussion was held regarding option of replacing Well 4, for approximately $25,000 plus costs of tying in verses diagnosing, cameraing and shocking well at approximately $5,000.00 per day, in efforts to increase production. The Town of Wembley would be allowed to drill new well so long as it is to sustain current water supply, not gain additional.

Aaron will follow up and obtain multiple complete quotes on drilling new well.

Green Sand Filtration system as an interim solution to water supply issue.  Water treatment plant would allow for full use of all wells and provide a solution while discussions continue on a long term water supply.  Discussed building size required (60/60), location, take down and set up of green sand filters and the increased strain on lagoon due to backwash.  Aaron suggested possibility of recycling the backwash and reselling as non-potable water.  Aaron to pursue costs and specifications on water treatment plant using Green Sand Filters.

Agenda Item 11.4 – Small Communities Fund was discussed during this delegation.  Water meters alone do not qualify for this grant and the application deadline is April 2, 2015.  CAO has contacted Associated Engineering for assistance.  Application will include meters, installation of meters and water treatment plant upgrade.

Moved by Councillor Johnson to apply for the Small Communities Fund, for the purchase and installation of water meters and water treatment plant upgrades.

5.1       MOTION # 2015-0063

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule "A", cheque number 20150203 – 20150271 in the amount of $133,864.24 be ratified.

8.  CAO REPORT

8.1       CAO advised that she attended the Mayors Caucus Meeting in Edmonton from March 11 to March 13, 2015.  CAO report on meeting was forwarded to council via email.

8.2       Discussion regarding Policy number 154, advertising in Utility Newsletter

MOTION # 2015-0064

Moved by Councillor Johnson to accept Policy # 154 with amendment to say "Town Newsletter".                                                CARRIED UNANIMOUSLY

8.3       MSI Capital additional allocation – $99, 689.00.  CAO Parker advised that the MSI Operating is down approximately $30,000.00.  MSI operating funding will be eliminated in 2016.  Mayor Turnmire advised that AUMA is looking at options in replacing MSI Operating funding.

9.  REPORTS

9.1       Minutes of FCSS Advisory Board Meeting held on March 18, 2015.  Councillor Holler advised that a local business had donated funds to extend the Functional Fitness Program and the United Church donated funds to the South Peace Literacy Program for the Rhymes Alive Program.

9.2       Minutes of Public Works meeting held on March 11, 2015.  Discussion of Sunset Park included, metering sites, Park and Recreation concern for loss of green space, need for council to do a walk around once it is dry to make some decisions of use of Sunset Park.  Public works will have Spray Park working properly this year.

9.3       Minutes of the Wembley Fire Department meeting held on February 4, 2015.

9.4       Minutes of the Parks and Recreation Committee meeting held on March 17, 2015.

Discussion regarding Parks and Recreation request access to the approximately $100,000.00 in the Parks Reserve to use for matching grants that they are applying for different projects on the priority list submitted with this report.

MOTION # 2015-0066 – Moved by Councillor Johnson to accept the priority list as presented by Parks and Recreation with the addition that as funding becomes available the project comes back to Council for final approval.

MOTION # 2015-0067 – Moved by Councillor Johnson that the request for access to Parks Reserve funding be granted with the condition that the final plans come back to Council for approval before funds are released.

Discussion regarding Parks and Recreation request on behalf of the Wembley and District Agricultural Society to host a Quad Safety course for youth within Town limits.

MOTION # 2015-0068 – Moved by Councillor Anaka that the Town of Wembley grant use of ATV'S within Town limits for ATV Safety course being hosted by The Wembley and District Agricultural Society on Friday May 1, 2015.                                                               CARRIED UNAIMOUSLY

Discussion regarding the Rodeo grounds and fate of chutes and cleaning of grounds after the Demo Derby in September 2015.

MOTION # 2015-0069 – Moved by Councillor Johnson that the bucking chutes be given away to whoever agrees to clean up the rodeo grounds area to the standards set by Public Works  under contract with the Town of Wembley.

9.5       Draft Minutes of the Northern Alberta Water and Wastewater Stakeholders Group held on February 26, 2015.

9.6       Draft Minutes of the West Grande Prairie County Regional Landfill held on October 29, 2014.  CAO Parker advised that they discussed budget/operations summary.  There will be an increase of approximately $10,000.00 in 2015.

9.7       Draft Minutes of the West Grande Prairie County Regional Landfill telephone conference call held on March 6, 2015.  CAO Parker advised that they passed a motion to accept the $54,000.00 bid received from Opus, Stewart, Weir to provide engineering services for the construction of Pit #5 and Pit #6.

9.8       Minutes of the GPREP Planning and Coordinating meeting held of January 20, 2015.  GPREP is working on a Dark Web Site.

10.  CORRESPONDENCE

10.1  Intermunicipal Meeting – Hythe Legion – April 22, 2015.  Supper 6:00 pm – 7:00 pm.  Mayor, CAO and all Council confirmed intent to attend.

10.2  Alberta Environment and Sustainable Resource Development – accepted as information.

11.  NEW BUSINESS

11.1  Amber Ball – September 26, 2015 – Council will support Dino Ball for 4th consecutive year, to be approved in budget.

11.2  West Corridor Water Transmission Line Study.

MOTION # 2015-0071 – Moved by Councillor Johnson that the Council accepts the recommendation from Associated Engineering – Option No. 1- Aquatera Supply as the West Corridor Regional Concept being Phase 1 and Phase 3 for the design and construction of a pipeline from the City of Grande Prairie to the Town of Beaverlodge.

IN FAVOR – 5 OPPOSED - 1

11.3  2014 Wembley Community Award.  Discussion regarding nominations.

MOTION # 2015-0072 – Moved by Councillor Johnson that the 2014 Community Award be awarded to Dianne Ketchum.

12.  COUNCIL REPORTS

No Reports

13.  ROUND TABLE

CAO Parker advised that GPREP is offering tours of the EOC in Clairmont on Tuesday, April 14, 2015 starting at 9:00 am.

CAO Parker advised Vital Signs Launch will be Tuesday October 6, 2015 from

7:30 am – 9:00 am at Centre 2000 in Grande Prairie.

CAO Parker advised that Town of Wembley was approved for grant of $345,503.00 in support of project: Road Repair Operator Pilot and Equipment Purchase.

CAO Parker advised that the Village of Hythe was approved for grant of     $350,000.00 in support of project: Water and Sewer Repair Equipment and Pilot.

CAO Parker advised that the County of Grande Prairie No. 1 was approved for grant of $350,000.00 in support of project: Philip J. Currie Dinosaur Museum Displays.

Councillor Anaka advised that he will let CAO Parker know if he will be attending the AUMA Conference in the next week.  Also suggested possibility of phone conference for West Water Corridor meetings as the next one is in Lac La Biche.

Councillor Moncrieff requested a policy change to attendance at conferences where expenses are paid by Town and should only have to do a verbal report.

Councillor Johnson compliments to the Public Works Foreman on response time to house fire in Town and noted that the Lights and Siren food drive was a huge success, collecting 4000 items for the local food bank.  Councillor Johnson also advised he will not be at the Council meeting on June 8th, 2015.

Councillor Jones advised that an Easter Egg Hunt is being held at Sunset Park on Monday April 6 from 1:00 pm – 3:00 pm sponsored by Parks and Recreation.

Councillor Holler advised that she has completed Assessment Law Level One and Two.  Good courses with lots of information.

Councillor Holler also advised the Wembley and District Arts Culture and Heritage will be hosting two art classes in April, the Annual General Meeting is scheduled for May 24, 2015 and the Fall Supper is October 17, 2015.  Wembley and District Arts Culture and Heritage has also received a grant of $25,000.00 from the County of Grande Prairie No.1 and $47,199.00 from the CFEP Grant.

Mayor Turnmire advised, Grande Prairie Regional Tourism Annual General Meeting is April 30, 2015.  State of the City is April 9th, 2015 and should have representative from Wembley.

Mayor Turnmire stated that he attended the funeral of Roy Bickell.

Mayor Turnmire thanked CAO Lori Parker for all of her extra hard work over last month and obtaining all the additional Grant Funding.
