1.  CALL-TO-ORDER              Mayor Turnmire called the meeting to order at 6:58 p.m.

2.  APPROVAL OF AGENDA

MOTION # 2015-0074

Moved by Councillor Moncrieff that the agenda be adopted as presented.

3.  ADOPTION OF MINUTES

MOTION # 2015-0075

Moved by Councillor Moncrieff that the minutes of the regular meeting held on March 30, 2015 be adopted as presented.          CARRIED UNANIMOUSLY

5.  FINANCE

5.1       MOTION # 2015-0076

Moved by Councillor Johnson that the accounts payable, as identified in Schedule "A", cheque number 20150272 – 20150333 in the amount of $96,018.27 be ratified.                                           CARRIED UNANIMOUSLY

5.2       MOTION # 2015-0077

Moved by Councillor Robichaud that the Monthly Statement and Revenue and Expense Statement – March 2015 be accepted as presented.

CARRIED UNANIMOUSLY

5.3       CAO Parker advised that the Audit Committee met with Fletcher Mudryk to review the financial statements on April 8, 2015.

Moved by Councillor Johnson that the Consolidated Financial Statement as prepared by Fletcher Mudryk be approved as presented.

MOTION # 2015-0079

Moved by Councillor Johnson that the withdrawal of $281,654.00 from the subdivision reserve for water and sewer infrastructure expenditures to the Philip J Currie Dinosaur Museum be approved.                    CARRIED UNANIMOUSLY

MOTION # 2015-0080

Moved by Councillor Johnson that the operating contingency in the amount of $182,604.00 be allocated to the general operating reserve.

6.  PUBLIC HEARING

6.1       None

7.  BY-LAWS

7.1       None

8.  CAO REPORT

8.1       Town Policy 155: Upon the return from a convention, seminar or meeting, in which the Town has paid the expenses for the Council Member or CAO to attend an event, a verbal report is to be provided to Council at the next Regular Council Meeting.

Moved by Councillor Moncrieff that Town Policy # 155 be approved.

CARRIED UNANIMOUSLY

8.2       Discussion regarding Noise By-Law #609.  A complaint and request was received by a resident regarding the noise By-Law, and that the By-Law be amended to adopt specific quiet hours.  Bylaw #609 as well as other municipality's bylaws were reviewed.

MOTION # 2015-0082

Moved by Councillor Johnson that By-Law #609 require no further review and that no amendments will be made to this bylaw.         CARRIED UNANIMOUSLY

8.3       CAO Parker advised that the Small Communities Fund Grant was completed and     submitted on time in the amount of $2,170,000.00.

9.  REPORTS

9.1       Minutes of the Public Works Meeting held on April 1, 2015

Discussion regarding the shortage of parking when events are being held.  CAO Parker advised that extending the parking lot at the arena is not an option for this year due to financial restraints.

Mayor Turnmire asked for the Public Works minutes to be revised to show that the dirt pile at the museum could possibly be used by Town after the County has no more use for it.

9.2       Minutes of the Wembley Fire Department meeting held on April 4, 2015.

9.3       Minutes of the Peace Library System meeting held on March 21, 2015.

9.4       County Enforcement Peace Officer and Animal Control Services report for the month of March 2015.

9.5       West Grande Prairie County Solid Waste Management Authority Financial Statements – December 31, 2014.

Moved by Councillor Jones to accept the reports as information.

10.  CORRESPONDENCE

10.1  Request to become FCSS Advisory Board Member.

MOTION # 2015-0084

Moved by Councillor Robichaud that Carrie Tapson be appointed to the FCSS Advisory Board.                         CARRIED UNANIMOUSLY

10.2  Beaverlodge Regional High School Scholarship.

Discussion was held regarding a Scholarship for students who have continually  attended school from Kindergarten to Grade 9 in Wembley and who will be going on to post-secondary study directly after high school graduation.

MOTION # 2015-0085

Moved by Councillor Holler that the Town of Wembley offer a scholarship in the amount of $100.00 to each student that meets the criteria, for the Wembley scholarship award.                                      CARRIED UNANIMOUSLY

Mayor Turnmire and Councillor Moncrieff will present the award this year on June 3, 2015.

10.3  Request for approval – Fathers' Day Weekend Soap Box Derby.

MOTION # 2015-0086

Moved by Councillor Jones to approve request to close 99 Ave. for Fathers' Day Soap Box Derby.                                     CARRIED UNANIMOUSLY

10.4  County of Grande Prairie Information Session – April 22, 2015, accepted as information.

10.5  Peace Library System – Plan of Service Survey.  Councillor Jones advised that this survey has been completed and submitted by the Library Board.

11.  NEW BUSINESS

11.1     Letter was received from the Mayor of the City of Grande Prairie regarding Amalgamations.  A motion was made by the City of Grande Prairie to start talks with surrounding municipalities.  The Mayor and CAO will attend a meeting to obtain more information.

12.  COUNCIL REPORTS

13.  ROUND TABLE

Councillor Holler reminded council of the Volunteer Appreciation dinner being held on April 14, 2015

Councillor Holler advised that she passed her Assessment Review Board training courses.

Councillor Jones advised that the Parks and Recreation Easter Egg Hunt was a wonderful success.

Councillor Jones advised that discussions were held at the Library Board meeting about the Public Library becoming a problem being in the school due to vandalism and that the Library Board and Town Council will have to discuss other options for a new location in the future.

Councillor Moncrieff advised that he attended the State of the City address and that it was a good presentation and very interesting.

CAO Parker advised that Matt Howard passed his Water Treatment and Distribution exam.  The Town now has three licensed water operators.

Mayor Turnmire asked CAO Parker to forward congratulations to Matt Howard on behalf of Council.
