MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 12th day of January, 2015.
1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:00 p.m.

Councillor Anaka arrived at 7:23 p.m.
2. APPROVAL OF AGENDA
MOTION # 2015-0001
Moved by Councillor Johnson that the agenda be adopted as presented.
3. ADOPTION OF MINUTES
MOTION # 2015-0002
Moved by Councillor Robichaud that the minutes of the regular meeting held on December 8, 2014 be adopted as amended.
4.1 Renee Corrigal and Bonnie Melnyk met with Council to discuss the formation of a Citizen's on Patrol Program for the Town of Wembley.
MOTION # 2015-0003
Moved by Councillor Anaka that authorization be granted to form a Citizen's
on Patrol Program for the Town of Wembley, and that Councillor Anaka be appointed as a council representative to the COP Committee and that Councillor Johnson be appointed as the alternate representative.
MOTION # 2015-0004
Motion by Councillor Johnson that the Town of Wembley will contribute Two Thousand dollars ($2,000.00) towards the startup costs for the Citizen's on Patrol Program under the conditions that the receipt of confirmation of society status and insurance is submitted to the town and that the required number of patrolling participants is obtained.
4.2 Fire Chief Joe Bruyere, Deputy Fire Chief Kelly Peterson and Lieutenant Matthew Smith representing the Wembley Volunteer Fire Department met with Council to discuss the Fire Department's 2015 Budget.
5.1 MOTION # 2014-0005
Moved by Councillor Jones that the accounts payable, as identified in Schedule "A", cheque # 201411143 to cheque # 20150008 totaling $456,814.65 be ratified.
6. PUBLIC HEARING
6.1 MOTION # 2015-0006
Moved by Councillor Jones to reconvene the Public Hearing from December 8, 2014 regarding the By-law #684 – North Wembley Area Structure Plan.
The Public Hearing commenced at 8:20 p.m.
CAO Lori Parker advised that the report from ISL Engineering has not been received as Alberta Transportation has not submitted their formal response.
MOTION # 2015-0007
Moved by Councillor Johnson that the Public Hearing be recessed until February 9, 2015 @ 8:00 p.m.
Moved by Councillor Anaka that the Regular Council meeting be reconvened.
8. CAO REPORT
8.2 The CAO provided an update on the Water West Steering Committee meeting
that she and Mayor Turnmire attended on January 8, 2015.
MOTION # 2015-0009
Moved by Councillor Johnson that the following reports be accepted as information:
9.1 Minutes of the Public Works Committee meeting held on January 7, 2015.
9.2 Minutes of the Parks and Recreation Committee meeting held on December 16, 2014.
9.3 Minutes of the FCSS Advisory Board meeting held on November 26, 2013.
9.4 Minutes of the Wembley Volunteer Fire Department meeting held on November 6,2014.
9.5 Minutes of the Wembley Volunteer Fire Department meeting held on December 4, 2014.
9.6 County Enforcement and Animal Control reports for the months of November and December 2014.
9.7 Peace Library System Board Meeting Highlights dated November 29, 2014. Councillor Jones advised that the Public Library provides many online services.
9.8 Minutes of the River of Death and Discovery Dinosaur Museum Society meeting held on November 6, 2014.
10.1 Invitation to attend the 17th Annual Swan Festival on April 25 and 26, 2014 and sponsorship for the festival was received from Friends of Saskatoon Island.
MOTION # 2015-0010
Moved by Councillor Holler that the Town of Wembley donate Five Hundred dollars ($500.00) to the 17th Annual Swan Festival.
10.2 Training sessions for ARB Members and Clerks has transferred from Municipal Affairs to the Municipal Government Board. Training sessions will be held in Edmonton, Calgary and Red Deer.
10.3 Letter received from FCSS inquiring if Council members would cook hotdogs for the Family Day event. The Town Council will participate in this event.
10.4 Letter received from the Philip J. Currie Dinosaur Museum requesting snow removal. This item will be referred to the Public Works Department.
11. NEW BUSINESS
11.1 Renewal of the County of Grande Prairie No. 1 Peace Officer and Animal Control Service agreements were reviewed.
MOTION # 2015-0011
Motion by Councillor Johnson that the Mayor and CAO be authorized to sign the County of Grande Prairie No. 1 Peace Officer and Animal Control Service Agreements for 2015.
11.2 Audit planning letter and annual independence letter from Fletcher Mudryk & Co. LLP was reviewed.
12. COUNCIL REPORTS
12.1 Councillor Johnson advised that he attended the Citizen's on Patrol meeting on January 6, 2015.
13. ROUND TABLE
Councillor Holler requested consideration for payment to the Grande Prairie Marching Band for the participation in the Remembrance Day Service. Possible remuneration could be $100.00 per year for five years.
Councillor Holler advised that she would volunteer to organize and do an inventory on the kitchen supplies at the Community Hall. Many items are missing and need to be replaced.

Excellent job on snow removal.
Vandalism in town has stopped.
Councillor Johnson advised that the Fire Department has formed a Fire Fighters Association to raise money for the department and to enable them to give back to the community. Citizen participation in a supportive role to the Fire Department is being sought.
CAO advised that Danielle Line has been hired for the full time Finance Clerk position and will commence work on January 19, 2015.
Request was made to put the recycling calendar on the website.
Mayor Turnmire advised:
Growing the North Conference will be held on February 17 to February 19, 2015. Mayor Turnmire and Councillor Holler advised that they would attend.
Attended the Water West Steering Committee meeting held on January 8, 2015. The study should be completed by March 31, 2015. Funding for a consultant to take the committee through the governance process and to assist in identifying a model or models that will work for all municipalities will be investigated.
Beaverlodge West County News continues to provide news coverage on the town.
Globe and Mail article identifying the top ten destinations listed Wembley as number three on the list.

Moved by Councillor Robichaud that the meeting be adjourned at 9:15 p.m.
