1.  CALL-TO-ORDER              Mayor Turnmire called the meeting to order at 7:00 p.m.

Councillor Moncrieff arrived at 7:08 p.m.

2.  APPROVAL OF AGENDA

MOTION # 2015-0013

Moved by Councillor Anaka that the agenda be adopted as presented.

3.  ADOPTION OF MINUTES

MOTION # 2015-0014

Moved by Councillor Holler that the minutes of the regular meeting held on January 12, 2015 be adopted as presented.

CARRIED UNANIMOUSLY

4.  DELEGATIONS

None

5.  FINANCE

5.1       MOTION # 2014-0015

Moved by Councillor Jones that the accounts payable, as identified in Schedule "A", cheque # 20150009 to cheque # 20150050 totaling $72,472.78 be ratified.

6.  PUBLIC HEARING

None

7.  BY-LAWS

None

8.  CAO REPORT

8.1       The CAO provided an update on a meeting that she attended in Edmonton with Alberta Transportation regarding funding availability for the water west regional water line on January 21, 2015.

8.2       The CAO provided an Assessment Review Board Training schedule to Council members.  Mayor Turnmire and Councillor have advised that they would be interested in attending the sessions in March.

9.  REPORTS

MOTION # 2015-0016

Moved by Councillor Jones that the following reports be accepted as information:

9.1       Minutes of the River of Death and Discovery Dinosaur Museum Society meeting held on December 4, 2014.  Council expressed an interest to have the President and CEO, George Jacob, attend a council meeting as a delegation.  Mayor Turnmire will extend an invitation to Mr. Jacob.

9.2       Minutes of the Wembley & District Agricultural Society meeting held on December 1, 2014.

9.3       Minutes of the GPREP Planning and Coordinating meeting held on September 18, 2014.

10.  CORRESPONDENCE

None

11.  NEW BUSINESS

Wembley & District Agricultural Society Budget and 2015 Business Plan was reviewed.  Board members of the Wembley & District Agricultural Society will be invited as a delegation to discuss their Budget and Business Plan.

12.  COUNCIL REPORTS

12.1  Councillor Anaka advised that he attended the Grande Spirit Foundation meeting held on January 23, 2015.

13.  ROUND TABLE

CAO advised that Mr. Andersen has requested a meeting with Council to discuss development specifications for lands located in the North Area Structure Plan.  Meeting date was set for March 9, 2015 at 6:00 p.m.

Bidding on a trailer mounted hydraulic tree spade that is being sold by Alberta Online Auction was discussed.

MOTION # 2015-0017

Moved by Councillor Moncrieff that the Public Works Foreman be authorized to place a maximum bid of $8,000.00 for the purchase of a trailer mounted hydraulic tree spade.

A discussion was held regarding Policy Number 151 – Half -Mast Flag Policy.  A delegation will be appearing before Council on February 9, 2015 to discuss changes to the flag poles.  The rules for flying the National Flag state that flags will only be half-mast on those flagpoles fitted with halyards and pulleys.  The town's flag poles are not filled with halyards and pulleys which therefore prevents the town to half-mast the flags.

Councillor Anaka advised that the Snowmobile Club has requested council representation to their club.  It was determined that a council member would not be appointed to the Snowmobile Club, however if a council member choose to become a member they could do so as an interested citizen.  Councillor Moncrieff advised that the Snowmobile Club will be forwarding a letter requesting financial support.

Councillor Holler advised that the Public Works Department should be included on the Town website under the Department Tab for any notices regarding snow removal, water shut offs, etc., and that Communities in Bloom and that the Wembley Arts Culture and Historical Society be added under the Community Tab.

Councillor Holler advised that she and members of the FCSS Advisory committee attended the Community of Hope presentation in Hythe.
