1.  CALL-TO-ORDER              Mayor Turnmire called the meeting to order at 7:00 p.m.

2.  APPROVAL OF AGENDA

MOTION # 2015-0021

Moved by Councillor Jones that the agenda be adopted as presented.

3.  ADOPTION OF MINUTES

MOTION # 2015-0022

Moved by Councillor Anaka that the minutes of the regular meeting held on January 26, 2015 be adopted as presented.

Moved by Councillor Anaka that the minutes of the Subdivision Committee meeting held on January 27, 2015 be adopted as presented.

4.  DELEGATIONS

Dody Fedun appeared before Council and made a presentation regarding half-masting the flags for mourning and during Remembrance Day ceremonies.

5.  FINANCE

5.1       MOTION # 2014-0024

Moved by Councillor Jones that the accounts payable, as identified in Schedule "A", cheque # 20150051 to cheque # 20150118 totaling $101,510.62 be ratified.

MOTION # 2015 -0025

Moved by Councillor Robichaud that the Revenue & Expense Statement and the Monthly Statement for the month of January 2015 be accepted as presented.

6.  PUBLIC HEARING

6.1       MOTION # 2015-0026

Moved by Councillor Robichaud to reconvene the Public Hearing from January 12, 2015 regarding the By-law #684 – North Wembley Area Structure Plan.

The Public Hearing commenced at 7:08 p.m.

CAO Lori Parker advised that the report from ISL Engineering has not been received as Alberta Transportation has not submitted their formal response.

Moved by Councillor Anaka that the Public Hearing be recessed until March 23, 2015 @ 8:00 p.m.

Moved by Councillor Johnson that the Regular meeting of Council be reconvened.

9.  REPORTS

MOTION # 2015-0029

Moved by Councillor Jones that the following reports be accepted as information:

9.1       Public Works committee meeting held on February 4, 2015.

9.2       Minutes of the Wembley & District Agricultural Society meeting held on September 15, 2014.

9.3       Minutes of the Wembley & District Agricultural Society meeting held on October 7, 2014.

9.4       Minutes of the Wembley & District Agricultural Society meeting held on January 6, 2015.

9.5       Minutes of the Parks and Recreation Committee meeting held on January 20, 2015.

9.6       Minutes of the Parks and Recreation Committee meeting held on February 5, 2015.

The Parks and Recreation Direction will attended the Public Works Committee meetings as a delegation.

Councillor Jones advised that the Parks and Recreation Committee have prioritized a five mile walking trail loop, south of the railroad tracks, around town as the first planning priority for walking trails.  A walking trail to the museum would be at a later stage.

MOTION # 2015-0030

Moved by Councillor Johnson that the Council of the Town of Wembley approves the West Country Lightning Football Association Land Lease Agreement with amendments and that; The CAO be authorized to sign the ninety-nine year (99) Land Lease agreement between the Town of Wembley and the West Country Lightning Football Association on behalf of the Town of Wembley.

MOTION # 2015-0031

Moved by Councillor Robichaud that the proposals as identified in the Parks and Recreation minutes of February 5, 2015 being;

Source Energy sponsorship letter for two beach volleyball courts; Wembley Skate Park sponsorship letter for movable ramps and rails for the skate park expansion; Watch for Traffic sign proposal; West Country Lightening Football light proposal and playground replacement proposal to set funds aside for playground equipment be approved.

9.7       County of Grande Prairie Peace Officer Services and Animal Control Services

for the month of January 2015.

10.  CORRESPONDENCE

County of Grande Prairie No. 1 has partnered with the University of Alberta to develop an in-house offering of the Certificate in Municipal Management and Leadership program.

MOTION # 2015-0032

Moved by Councillor Johnson that the Administrative Assistant Tanya Lamouroux be offered the option to enroll in the Certificate in Municipal Management and Leadership program; and that enrollment cost associated with the program be borne by the Town of Wembley.

11.  NEW BUSINESS

11.1  Reserve bid for the March 5, 2015 Tax Sale was discussed.

Moved by Councillor Johnson that a reserve bid for Lot 24, Block 5, Plan 7820853 be set at the assessment value being $174,650.00.

11.2  Legal matter.

Moved by Councillor Johnson that the Council adjourns from the order of business and move in camera.

Moved by Councillor Anaka that the Council reconvene the order of business.

Motion by Councillor Johnson that the Regular meeting be recessed until 8:05 p.m.

Motion by Councillor Anaka that the Regular meeting be reconvened.

12.  COUNCIL REPORTS

12.1           None

13.  ROUND TABLE

A good turnout is expected for the Family Day activities.

Councillor Johnson advised that the next Fire Association meeting is scheduled to be held on February 19, 2015.

Mayor Turnmire advised that he and the CAO attending a meeting with Minister Wayne Drysdale to update the Minister on the Water West Steering Committee's work on the regional water line.
