1.  CALL-TO-ORDER              Mayor Turnmire called the meeting to order at 7:03 p.m.

2.  APPROVAL OF AGENDA

MOTION # 2015-0046

Moved by Councillor Jones that the agenda be adopted with the amendment that Councillor Holler was present at the meeting.

3.  ADOPTION OF MINUTES

MOTION # 2015-0047

Moved by Councillor Moncrieff that the minutes of the regular meeting held on February 23, 2015 be adopted as presented.

Moved by Councillor Moncrieff that the minutes of the special meeting held on March 2, 2015 be adopted as presented.

4.  DELEGATIONS

None

5.  FINANCE

5.1       MOTION # 2014-0049

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule "A", cheque # 20150155 to cheque # 20150202 totaling $82,856.21 be ratified.

5.2       MOTION # 2015 -0050

Moved by Councillor Jones that the Revenue & Expense Statement and the Monthly Statement for the month of February 2015 be accepted as presented.

6.  PUBLIC HEARING

6.1       None

7.  BY-LAWS

7.1       Bylaw 640 was reviewed. A discussion was held regarding increasing the site

rates and reservations.

8.  CAO REPORT

8.1       The CAO reported that she will be attending the Mayors' Caucus meeting in Edmonton from March 11 to March 13, 2015.

8.2       CAO provided an update on the Development Appeal Board Hearing held on March 5, 2015 regarding Lots 1 to 3 inclusive, Block 7, Plan 3679 CL.  The decision of the Appeal Board was to uphold the Development Officers Stop Order.

9.  REPORTS

MOTION # 2015-0051

Moved by Councillor Holler that the following reports be accepted as information:

9.1       Minutes of the FCSS Advisory Board meeting held on February 25, 2015.

9.2       Notes from the South Peace Physician Attraction and Retention Committee meeting held on February 12, 2015.

9.3       County of Grande Prairie Enforcement and Animal Control Services reports for the month of February 2015.

9.4       Minutes of the Community Futures Grande Prairie & Region meeting held on

February 12, 2015.

10.  CORRESPONDENCE

10.1  Invitation to attend the FCSS Volunteer Appreciation Banquet being held on Tuesday, April 14, 2015 at 5:30 pm was received.  Council members were requested to advise the FCSS Coordinator is they are able to attend.

10.2  Letter of support request was received from the Grande Prairie & District Oldtimers' Association.  Letter of support will be forwarded.

MOTION #2015-052

Moved by Councillor Moncrieff that a letter of support be forwarded to the Grande Prairie & District Oldtimers' Association in their endeavor to bring an old locomotive and cars, for the 100th anniversary in 2016, to Grande Prairie.

10.3  Correspondence from the Alberta Community Crime Prevention Association was reviewed.

MOTION #2015-053

Moved by Councillor Holler that Mayor Turnmire be authorized to proclaim March 2015 to be Fraud Prevention Month for the Town of Wembley.

10.4     APWA Alberta Chapter is seeking support to recognize and promote National Public Works Week by acknowledging May 17 – 13, 2015 as National Public Works week in Wembley.

MOTION # 2015-0054

Moved by Councillor Anaka that Mayor Turnmire proclaim the week of May 17 to May 23, 2015 as Public Works Week in the Town of Wembley

CARRIED UNANIMOUSLY

In recognition of Public Works Week, Mayor Turnmire, volunteered to arrange a

pizza lunch for the public works employees.

11.  NEW BUSINESS

11.1  Federal Small Communities Fund is now accepting applications.

MOTION # 2015-0055

Moved by Councillor Anaka that the Town of Wembley make an application to Alberta Municipal Affairs, upon confirmation of qualification, under the Small Communities Fund to provide grant funding for the supply and installation of residential water meters.

11.2  Request to change access location for the Atco Gas Meter Station on SW 22-71-8W6M was discussed.

MOTION # 2015-0056

Moved by Councillor Jones that the Town of Wembley approves the request from ATCO Gas to change the access location for the meter station located on SW 22-71-8W6M directly east of the Atco Gas meter station.

Legal matter.

MOTION # 2015 - 0057

Moved by Councillor Anaka that the Council adjourns from the order of business and move in camera.

MOTION # 2015 - 0058

Moved by Councillor Holler that the Council reconvene the order of business.

CARRIED UNANIMOUSLY

A legal issue was discussed in camera.

12.  COUNCIL REPORTS

None

13.  ROUND TABLE

Councillors Holler, Jones and Moncrieff advised that they are unavailable to attend the March 23, 2015 council meeting.

Mayor Turnmire advised the following:

He has submitted his resignation as a board member to the River of Death and Discovery Dinosaur Museum Society.  Mayor Turnmire will remain on the Building Committee until the Museum is turned over to the society.

A tour of the museum can be arranged for council members.  The CAO was instructed to schedule a tour.

The public opening of the Museum is scheduled for September 3, 2015.  All displays should be in place by that date. Tour of Alberta 2015 will be cycling from the Museum.

Municipal Affairs had announced $400 million MSI funding to assist municipalities in meeting their infrastructure commitments.

Community Futures will be offering Business Training Sessions in Wembley.  Dates to be determined.

Rescheduling a meeting with Chris Andersen was discussed.  The meeting was scheduled for April 13, 2015 at 6:00 p.m.
