MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 27th day of April, 2015.
1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:02 p.m.

2. APPROVAL OF AGENDA
MOTION # 2015-0088
Moved by Councillor Jones that the agenda be adopted with additions 7.1 – Bylaw 685 and 11.4 – Town of Beaverlodge – Service Integration.
3. ADOPTION OF MINUTES
MOTION # 2015-0089
Moved by Councillor Robichaud that the minutes of the regular meeting held on April 13, 2015 be adopted as presented. CARRIED UNANIMOUSLY
Community Futures, Holly Sorgen
Community Futures, Executive director Holly Sorgen addressed council, giving a brief history, an update of current events and a projection of future goals for the program. Holly Sorgen noted that the Grande Prairie Community Futures organization is the leading branch in the Peace Country if not in all of Alberta, with Economic Development, Business and Entrepreneur Training, Strategic Planning, Board Development, Innovation and Lending. Community Futures is working towards generating enough revenue internally by way of incubator businesses and service usage fees to be self-sustainable. Holly Sorgen also noted that in the future they may approach shareholders for investment opportunities.

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule "A", cheque number 20150334 – 20150374 in the amount of $86998.41 be ratified. CARRIED UNANIMOUSLY
6. PUBLIC HEARING
6.1 MOTION # 2015-0091
Moved by Councillor Jones that a Public Hearing be held to hear comments regarding Bylaw #684 – The Town of Wembley North Area Structure Plan
Mayor Turnmire called the Public Hearing to order at 8:00 p.m.
The primary objective of the ASP is to provide a framework for the future development of the subject lands for industrial and commercial purposes in a manner that is consistent with the goals and objective of the Town of Wembley while also recognizing Alberta Transportation's requirements for a future interchange. The ASP establishes the future land use and circulation pattern proposed for the subject lands, and provides details respecting proposed servicing for the area.
CAO Parker advised that in accordance to Section 606 of the Municipal Government Act notice of Public Hearing was published in the April 9th and April 16th, 2015 editions of the Beaverlodge West County News.
The Town of Wembley is still waiting for the Transportation report.

Moved by Councillor Moncrieff that the Public Hearing be recessed until May 11, 2015. CARRIED UNANIMOUSLY
MOTION # 2015-0093
Moved by Councillor Jones that the Regular Council meeting be reconvened.
7.1 By-law # 686
CAO Parker and Stuart Remple completed a review of previous By-law regarding Sunset Park and agreed that it was not enforceable as written. The By-law was rewritten, inclusive of old By-law plus new additions and revisions making it enforceable. CAO Parker advised that the Appendix's attached to the By-law can be revised without having to rewrite the entire By-law.

MOTION # 2015-0097
Moved by Councillor Moncrieff that By-law # 686 receive third and final reading. CARRIED UNANIMOUSLY Councillor Holler suggested doing up a Welcome to Sunset Park package containing the Rules and Regulations.
8. CAO REPORT
8.1 CAO Parker advised that Richard Querin will be receiving the Exemplary Service Medal of Canada, it will be presented May 24, 2015 in Red Deer, Alberta. CAO Parker will send a letter of congratulations to Richard from Council.

Moved by Councillor Holler that the following reports be accepted as information. CARRIED UNANIMOUSLY
9.1 Minutes of the FCSS Advisory Board meeting held on April 15, 2015.
Councillor Robichaud asked for clarification about FCSS training and whether it is paid under the Town budget or FCSS budget. CAO Parker advised that it would fall under FCSS budget.
CAO Parker advised that the County of Grande Prairie announced an additional $18,000 in funding to FCSS for 2015.
Discussion regarding after school programming and if FCSS has any plans for programming. In the past FCSS has operated a summer camp at cost recovery.
9.2 Minutes of the GPREP Planning and Coordinating meeting held on March 26, 2015.
CAO Parker advised that there is ICS (Incident Command System) training upcoming for Elected Officials, to clarify duties and expectations for a major disaster or emergency.
9.3 Peace Library System 2015 Highlights and 2015 Annual Survey/2014 Annual Report of Public Library Systems in Alberta.
Peace Airshed Zone Association – Membership, received as information.
City of Grande Prairie 2nd Annual Mayor's Inter-Faith Breakfast – May 14th – Invitation. Councillor Jones advised she would likely attend if she did not have previous commitments.
Lac Ste. Anne County – FCM Women in Municipal Government Fund request for support.

Moved by Councillor Moncrieff that The Town of Wembley donate $100.00 to this program. CARRIED UNANIMOUSLY
Associated Engineering Lagoon Assessment Proposal – will be discussed later during budget deliberations.
Associated Engineering – Assessment of Sexsmith Water Treatment Plant.
Discussion regarding Well # 6, still waiting on licensing and blending information. Assessment included recommendations for prior to purchase.
Fletcher Mudryk & Co. LLP – Information of management letter was read and discussed.
Request for sponsorship – Beaverlodge Regional High School Dry Grad.

11. NEW BUSINESS
Alternate council representative to the Grande Spirit Foundation Board.

Moved by Councillor Holler to appoint Councillor Robichaud as the Council Representative on the Grande Spirit Foundation Board.
Rodeo Ground Lease – Wembley Demolition Derby
CAO Parker advised of changes to the lease agreement:
Increase of liability to $5 million dollars.
Included use of ATV's to event coordinators only.
Included a damage deposit.
MOTION # 2015-0102
Moved by Councillor Moncrieff for CAO Parker to sign off on Rodeo Grounds Leases agreement with the Wembley Demolition Derby for September 11, 12 and 13th, 2015. CARRIED UNANIMOUSLY
Water Restrictions effective date.
Discussion regarding water usage and implementation of Level 1 water restrictions effective May 1, 2015.
Town of Beaverlodge - Service Integration
MOTION # 2015-0103
Moved by Councillor Robichaud that the Town of Wembley approves the Town of Beaverlodge approach to initiating the process of evaluating a range of service integration models between the Town of Wembley, Town of Beaverlodge, the Village of Hythe and the County of Grande Prairie No. 1.

13. ROUND TABLE
CAO Parker advised that there is a candidate's forum, Tuesday April 28, 2015 at 7:00 pm at the Beaverlodge and District Chamber of Commerce.
Councillor Holler advised that she attended the RCMP Review, Wembley was mentioned regarding the theft and vandalism, and innovative ideas were discussed.
Mayor Turnmire advised that the County will paving the rest of the Pipestone road to the top of the entrance to Pipestone Park this year.
Mayor Turnmire advised that he attended the Volunteer Appreciation Luncheon put on by the Volunteer Service Bureau on April 17, 2015. Recognizing two Wembley youth, Sophia Underwood and Shannon Taylor for their outstanding contributions to their community.
Mayor Turnmire advised that he attended the Classroom Champions BBQ hosted by Encana. Grade six students from five local schools participated and Olympic Sprinter, Akeem Haynes was the guest of honor.
Mayor Turnmire requested Councilors to help cover Councillor Anaka's committee commitments in his absence.

The 2015 budget was reviewed and discussed in detail.
