1. CALL-TO-ORDER    Mayor Turnmire called the meeting to order at 7:02 p.m.

2. APPROVAL OF AGENDA

MOTION # 2015-0107

Moved by Councillor Holler that the agenda be adopted as presented.

3. ADOPTION OF MINUTES

MOTION # 2015-0108

Moved by Councillor Jones that the minutes of the regular meeting held on April 27, 2015 be adopted as presented.              CARRIED UNANIMOUSLY

MOTION # 2015-0109

Moved by Councillor Moncrieff that the minutes of the special council meeting held on May 4, 2015 be adopted as presented. CARRIED UNANIMOUSLY

4.DELEGATIONS

Kevin Morrison, Source Energy Services

Discussion was held regarding 104th Street, the west gravel access currently being used by Sand Source as their main road for trucks in and out of their plant.  A written complaint has been received by a resident that lives on 104th Street about the quality and condition of the road.  The calcium that is being used is not working and is leaving a layer of muck on the road.  Water is not draining off the road.  Aaron advised that public works has been in contact with Alberta Transportation regarding the culvert in the ditch and public works will be removing the culvert which will allow for proper drainage of the water.  Kevin Morrison advised that Sand Source is looking into the option of building up the road with a six inch gravel lift to try and rectify the problem.  Aaron advised that in his opinion that is another band aide fix and recommends that Council hold Sand Source accountably to the original agreement in which they agreed to bring the road up to industrial standards.

Discussion was held regard temporary access roads and locations while the repairs to 104th Street are being completed.

MOTION # 2015-0110

Moved by Councillor Moncrieff to uphold the original development agreement dated November 5, 2013 to bring 104th Street up to industrial standards by September 30, 2015.                                              CARRIED UNANIMOUSLY

5. FINANCE

5.1       MOTION # 2015-0111

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule "A", cheque number 20150375 – 20150445 in the amount of $120,141.57 be ratified.                             CARRIED UNANIMOUSLY

5.2       MOTION # 2015-0112

Moved by Councillor Moncrieff that the Monthly Statement and Revenue and Expense Statement – April 2015 be accepted as presented.

6.  PUBLIC HEARING

MOTION # 2015-0113

Moved by Councillor Jones that a Public Hearing be held to hear comments regarding Bylaw #684 – The Town of Wembley North Area Structure Plan.

Mayor Turnmire called the Public Hearing to order at 8:00 p.m.

The primary objective of the ASP is to provide a framework for the future development of the subject lands for industrial and commercial purposes in a manner that is consistent with the goals and objective of the Town of Wembley while also recognizing Alberta Transportation's requirements for a future interchange.  The ASP establishes the future land use and circulation pattern proposed for the subject lands, and provides details respecting proposed servicing for the area.

CAO Parker advised that ISL report is included in the Council package.  Jeremy Walker advised that he had just spoken with Wayne Drysdale and was told by the Transportation Minister that he would be advising the Town of Wembley to proceed with the ASP, accepting transportations decision with formal written discontent and notice of the possibility of an amendment.

8.  CAO REPORT

8.1       CAO Parker advised that five Beaverlodge Regional High School students qualified for the $100.00 bursary.

10. CORRESPONDENCE

Letter from concerned individual regarding Range Road 83 (104th Street)

Discussed during delegation.

City of Grande Prairie Municipal Government Day, June 10, 2015.

Councillor Holler and Councillor Jones will check schedules and advise if they are able to attend.

City of Grande Prairie re: Amalgamation (Update on meeting)

Discussion regarding other municipality's intentions.

MOTION # 2015-0122

Moved by Councillor Moncrieff to state that at this time the Town of Wembley is not interested in pursuing any further talks regarding amalgamation with the City of Grande Prairie.                            CARRIED UNANIMOUSLY

11. NEW BUSINESS

GPREP – ICS course for Elected Officials.

CAO Parker strongly recommends Councils attendance at this training.  More information and final dates will be forthcoming.

County of Grande Prairie No.1 – Subdivision and Land Use Bylaw Amendment.

MOTION # 2015-0123

Moved by Councillor Moncrieff that the Town of Wembley has no objection to the County of Grande Prairie No. 1 – Subdivision and Land Use Bylaw Amendment.                                                          CARRIED UNANIMOUSLY

Review – Community Hall Rental Rates.

Discussion regarding Town Hall rental rates and comparison to other local facilities.  CAO Parker will put together new rate sheet based on discussion, including a new rate for Fitness and Education and present to council on next meeting, May 25, 2015.

MOTION # 2015-0124

Moved by Councillor Robichaud to allow a onetime concession for a kick boxing class to use the Town Hall one night a week, for one hour, for a period of eight weeks for a rate of $20.00 per night.               CARRIED UNANIMOUSLY

12. COUNCIL REPORTS

Councillor Robichaud advised that she has the Facebook page ready to go she just has to work out a few bugs and will bring to next Council meeting for final approval.

13. ROUND TABLE

Councillor Holler advised that FCSS is looking into a Facebook page.  Councillor Holler also advised that FCSS is not happy with the Town Web site and would like to see a better calendar on it.  Councillor Robichaud mentioned that the mobile site does not always work on her phone.

Councillor Moncrieff advised that residents have come to him with a concern regarding the lack of post office boxes.  Councillor Moncrieff advised that there are currently fifty two houses without mailboxes and he is working directly with Canada Post to address this issue.  Councillor Moncrieff noted that a possible solution may be group mail boxes.

Councillor Johnson advised that weather permitting the Fire Department will be doing a live burn on the old house located on the Source Energy Services Property.

Councillor Johnson advised that that the Fire Department is organizing a Block Party on Canada Day from 12:00 p.m. – 4:00 p.m. and will be approaching all local groups to contribute.

CAO Parker advised that she will be in training in Kananaskis from Tuesday, May 12 – Friday, May 15, 2015.

Mayor Turnmire advised that on average a home assessed around $265,000.00 will see approximately $85.00 increase in taxes this year.

Mayor Turnmire advised that there was $223,000,000.00 in property assessment this year.
