2. APPROVAL OF AGENDA

MOTION # 2015-0107

Moved by Councillor Johnson that the agenda be adopted with addition of 11.4 – Review of water restrictions.                                                                                         CARRIED UNANIMOUSLY

3. ADOPTION OF MINUTES

MOTION # 2015-0108

Moved by Councillor Moncrieff that the minutes of the regular meeting held on May 11, 2015 be adopted as presented.                                                                                          CARRIED UNANIMOUSLY

4. DELEGATIONS

4.1       Encana representatives Don, Kim and Patti presented council with an overall update of the company's present and future plans.  They discussed strategic planning, current operations, water plans, reductions of their environmental footprint and Encana's continued commitment to the communities they operate in.  They noted that 2014 was a record year in safety for the company.  With regards to the economic slowdown in the industry Encana's strategy is to continue operations, spend within their means, incur no more debt, wait to see what happens with oil and gas prices and continue to maintain communication and connections within the industry.

Moved by Councillor Johnson that the accounts payable, as identified in Schedule "A", cheque number 20150446 – 20150503 in the amount of $105,665.44 be ratified.                            CARRIED UNANIMOUSLY

6. PUBLIC HEARING

6.1 MOTION # 2015-0110

Moved by Councillor Moncrieff that a Public Hearing be held to hear comments regarding Bylaw #684 – The Town of Wembley North Area Structure Plan                                                          CARRIED UNANIMOUSLY

Mayor Turnmire called the Public Hearing to order at 8:00 p.m.

The primary objective of the ASP is to provide a framework for the future development of the subject lands for industrial and commercial purposes in a manner that is consistent with the goals and objective of the Town of Wembley while also recognizing Alberta Transportation's requirements for a future interchange.  The ASP establishes the future land use and circulation pattern proposed for the subject lands, and provides details respecting proposed servicing for the area.

CAO Parker advised that in accordance to Section 606 of the Municipal Government Act notice of Public Hearing was published in the April 9th and April 16th, 2015 editions of the Beaverlodge West County News; and that the Public Hearing held on May 11, 2015 had been recessed to May 25, 2015 at 8:00 p.m.

Moved by Councillor Johnson that the North Area Structure Plan be accepted as presented by ISL Engineering; and that it be noted that the Council of the Town of Wembley does not support any future closure of Access Road No.1 adjacent to Highway 43 in the future without due consideration of a right in right out access.                                                                                            CARRIED UNANIMOUSLY

8.  CAO REPORT

8.1       Mountain Refresher – Kananaskis

CAO Parker reported that she attended the course from May 12 – May 15, 2015.  Attending four different sessions, financial fundamentals, Ethics/Codes of Conduct, CAO contracts, and a legal presentation on planning/subdivisions.

8.2       Wembley Community Hall Rates

Review of new rates including the addition of an Education/Fitness rate.

8.3       GPREP – ICS for Elected Officials postponed until October 2015, information will be forthcoming.

9.  REPORT

MOTION # 2015-0124

Moved by Councillor Johnson that the following reports be accepted as information.                                                                                                                           CARRIED UNANIMOUSLY

9.1       Minutes of the Parks and Recreation Committee meeting held on May 19, 2015.

Discussion regarding the money in the Skateboard Park account.  The skateboard park committee has mostly disband but one of the remaining members disagrees with Parks and Recreations request to use the remaining funds for removable bike ramps in the tennis courts.  Council has directed the Parks and Recreation director to invite any remaining members of the skateboard park committee to a meeting to discuss the options for the money.

Discussion was held regarding the option of stocking the pond in the Wembley Developments area with fish.  Council has no objection to the Parks and Recreation director doing initial assessment of the option with Fish and Wildlife.

Councillor Johnson made a recommendation to Parks and Recreation to follow up daily with their application for a Non-Profit number.

9.2             Highlights of the Peace Library System Board Meeting held on May 9, 2015.

Councillor Jones was unable to attend this meeting.

10. CORRESPONDENCE

10.1 Seniors' Week June 1-7, 2015 – Proclamation.

Moved by Councillor Moncrieff that the Mayor Turnmire proclaim June 1-7, 2015, as seniors week.                                                                                                                                  CARRIED UNANIMOUSLY

10.2 County of Grande Prairie No. 1 weed inspectors.

MOTION # 2015-0126

Moved by Councillor Robichaud that the Town of Wembley approves the County of Grande Prairie No. 1 to provide weed inspection for 2015 and appoints Brenda Wheeler and Tracelle Hinze as weed inspectors.

11. NEW BUSINESS

11.1 Wembley Fire Department Fire and Rescue Level of Service.

Discussion regarding the Fire Departments request to change their level of service from level one to level two in order to offer a higher level of response in the community.

Moved by Councillor Moncrieff to adopt Policy #156 to increase the Fire Departments Level of Service from level one to level two.

11.2 Wembley Fire Department request for storage area.

Fire Chief Bruyere and Public Works Foreman Aaron Halwa have been in discussion and have found a spot in the Public Works yard that meets the needs of the Fire Department.  The area would have to be fenced by the Fire Department.

Moved by Councillor Holler that the Town of Wembley approve the Fire Departments request for storage space in the Public Works yard.

11.3 Safety Codes Council – Quality Management Plan Update

Moved by Councillor Johnson that the Mayor and CAO are authorized to sign the Quality Management Plan update on behalf of the Town of Wembley.

11.4 Review of Water Restrictions.

Discussion regarding the strain on the reservoir, pumps are continuously running and not keeping up.  Discussed the possibility of having to haul in water to relieve the strain and bring water levels up.  CAO Parker recommends increasing the water restrictions to a level three effective immediately.

Moved by Councillor Moncrieff that the Town of Wembley increase the water restrictions to a level three effective immediately.

12. COUNCIL REPORTS

Councillor Jones asked CAO Parker what the procedure is for closing down a portion of 100th Street for the Canada Day Block Party.  CAO Parker advised that she will look into it and let Councillor Jones know.

13. ROUND TABLE

CAO Parker advised that the County of Grande Prairie No. 1 has issued a fire ban and that the Town of Wembley has followed suit.CAO Parker advised that she has been in contact with Martine Anaka regarding Councillor Anaka and that it is Councillor Anaka's intention to return to Council when he is able.  A motion for an official leave of absence will be made in June.Councillor Johnson advised that the Wembley Fire Department will be participating in the Trauma Drama on Tuesday May 26, 2015 and also in Encana's Race to End Hunger on Sunday May 31, 2015.

Councillor Moncrieff asked what Companies have applied for a Hawkers/Peddlers License to do business in Wembley.  Administrative Assistant Tanya Lamouroux advised that there have been three licenses issued, Direct Energy Services, Fluent and Just Energy.Councillor Holler noted that the Trauma Drama is a very worthwhile event worth seeing.Mayor Turnmire advised that in celebration of Public Works week from May 17 – 23, 2015 he provided a pizza lunch for Public Works and Administration staff.
