2. APPROVAL OF AGENDA

MOTION # 2015-0138

Moved by Councillor Jones that the agenda be adopted with the addition of 10.8 – ATCO Electric.                                               CARRIED UNANIMOUSLY

3. ADOPTION OF MINUTES

3.1 MOTION # 2015-0139

Moved by Councillor Holler that the minutes of the Regular Meeting of Council held on May 25, 2015 be adopted as presented.

Moved by Councillor Jones that the minutes of the Subdivision Committee Meeting held on May 25, 2015 be adopted as presented.

5. FINANCE

5.1       MOTION # 2015-0142

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule "A", cheque number 20150504 – 20150557 in the amount of $159,601.19 be ratified.

5.2       MOTION # 2015-0143

Moved by Councillor Moncrieff that the Revenue/Expense Statement & Monthly Statement be accepted as presented.

6.1 None

7. CAO REPORT

7.1 Water Reservoir Update.

CAO Parker advised that water was hauled in to top up the reservoir on May 26, 27 and 28, 2015.  Due to a switch malfunction water was hauled again on June 3, 2015.  CAO Parker noted that water usage is down and that the level three water restriction will remain in place.

Mayor Turnmire asked where the Town is at with regards to information on the Filtration System and CAO Parker advised that the water plant operators are working on it.

7.2 Interpersonal Working Relationships.

CAO Parker advised that she has provided Council with a document on Ethics and Interpersonal Working Relationships, for information that she received from her CAO conference.

8. REPORTS

MOTION # 2015-0144

Moved by Councillor Holler that the following reports be accepted as information.

8.1 Minutes of the Public Works Committee meeting held on June 3, 2015.

Councillor Jones asked about the meeting with Source Energy.  CAO Parker advised that Source Energy has another option that they are going to try before they go ahead with rebuilding the road from scratch.  Bart and Kevin are confident that this is going to bring the road up to acceptable standards.  They also noted that if they rebuild the road it will three to five years before the new road starts to set up and harden whereas the existing road is doing so now.  Mayor Turnmire advised that the existing road really is starting to harden and set up.  CAO Parker advised that regardless of what means they take to get there, Council's original motion applies.

8.2 Minutes of the FCSS Advisory Board meeting held on May 6, 2015.

8.3 Minutes of the Wembley and District Agricultural Society meeting held on May 4, 2015.

Councillor Jones asked for clarification about Minor Hockey possibly loosing numbers.  Administrative Assistant Tanya Lamouroux (President of the AG Society) advised that Alberta Hockey has changed some rules about players being released to new AAA/AA hockey teams being established in Grande Prairie.

9. CORRESPONDENCE

9.1 Community Foundation sponsorship request for Golf Tournament Fundraiser.

MOTION # 2015-0145

Moved by Councillor Moncrieff that the Town of Wembley support the Community Foundation Golf Tournament as a Course Sponsor in the amount of $140.00.

9.2 Supt. Ray J. Noble retirement notification.

CAO Parker will get a card for all of Council to sign and forward to Supt. Ray Noble.

9.3       Support of Rural Post Office.

Moved by Councillor Holler to accept the report as information.

9.4       2015 Energize Workshop.

Councillor Jones will forward this information to Parks and Recreation.

10. NEW BUSINESS

10.1 Area Structure Plan Amendment fee.

CAO Parker advised that as per Darren Young from ISL's advice, now that the Area Structure Plan is done the Town should implement a fee for an ASP Amendment request.

Moved by Councillor Jones that the Town of Wembley implement a fee of $350.00 for an Application to amend the North Area Structure Plan.

10.2 County of Grande Prairie No. 1 Subdivision & Rezoning Referral Notice –       SE 26-71-8W6M.

Moved by Councillor Holler to advise the County of Grande Prairie No. 1 that the Town of Wembley has no objection to their Subdivision & Rezoning Referral Notice – SE 26-71-8W6M.

10.3 Leave of Absence – Councillor Anaka

Moved by Councillor Moncrieff that Council grant a four month leave of absence to Councillor Anaka for medical leave.                     CARRIED UNANIMOUSLY

10.4 100th Street Road Closure for Canada Day.

MOTION # 2015-0150

Moved by Councillor Holler that the Town of Wembley grant permission to the Wembley Fire Department to close 100th Street from 100th Avenue to 99th Avenue on July 1, 2015, from 9:00 a.m. to 5:00 p.m. for a Canada Day Block Party.

10.5 Meeting dates for July and August 2015.

Moved by Councillor Moncrieff to schedule the regular meetings of Council for July 20, 2015 and August 24, 2015.

10.6 Welcome Sign – Advertising charges.

Discussion regarding the advertising boards that are available on the new Welcome to Wembley sign.

MOTION # 2015-0152

Moved by Councillor Moncrieff that the Town of Wembley charge a one-time fee of Fifty Dollars for a three year advertising spot on the Welcome to Wembley sign, with the advertiser being required to follow the specifications for signage as outlined by the Town of Wembley and the cost of the sign being incurred by the advertiser.

10.7 Tax Cancellation - $26,354.45

Moved by Councillor Moncrieff to approve the tax cancellation as outlined in Schedule A in the amount of $26,354.45.

10.8 ATCO Electric

Discussion regarding ATCO Electrics plans for running lines to add isolation ability to areas of Town, to prevent having to cut off power to the entire Town if work needs to be completed.

Moved by Councillor Jones to approve ATCO Electrics plan for lines to be able to isolate areas in the Town of Wembley.

11. COUNCIL REPORTS

12. ROUND TABLE

CAO Parker advised that she attended a meeting regarding the Tour of Alberta.  On September 3, 2015, between approximately 2:15p.m. and 2:30 p.m., bikers riding with the Tour of Alberta will be passing thru Wembley entering on the west access and exiting the east access.  Tour of Alberta provides all road closures and securities, except for private driveways along the route.  The Public Works Department will be stationing trucks at the end of driveways on the route area.

CAO Parker advised that the Service Integration Meeting will be held June 15, 2015 in Beaverlodge from 4:00 p.m. to 7:00 p. m.  Municipal Affairs will be in attendance and supper will be provided.

Councillor Holler noted that the Trauma Drama was a great success and is a very worthwhile program.

Councillor Holler advised that Communities in Bloom provided the Public Works and Administrative Staff with lunch on June 4, 2015.

Mayor Turnmire noted that no one is able to attend the Municipal Government Day on June 10, 2015.

Mayor Turnmire advised that Randy, from the Wembley Seed Cleaning Plant approached him to let him know that there is a well on their property and if Public Works would like to do flow and quality tests on it they are welcome to it.  Mayor Turnmire noted that Public Works is currently using dug out water to water plants and flower beds.

Mayor Turnmire advised that he presented five students from Beaverlodge High School that met the requirements, with the $100.00 Scholarship.

 Administrative Assistant thanked Council for the opportunity to be doing the Certificate in Municipal Management and Leadership Course.  Module One has been completed and she will be attending Module Two on June 9th and 10th, 2015.
