1. CALL-TO-ORDER              Mayor Turnmire called the meeting to order at 7.03 p.m.

2. APPROVAL OF AGENDA

MOTION # 2015-0202

Moved by Councillor Johnson that the agenda be adopted as presented.                                                                                             CARRIED UNANIMOUSLY

3. ADOPTION OF MINUTES

MOTION # 2015-0203

Moved by Councillor Jones that the minutes of the regular meeting held on August 24, 2015 be adopted as presented.

5. FINANCE

5.1       MOTION # 2015-0204

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule "A", cheque number 201500861 – 20150948 in the amount of $411,088.87 be ratified.                           CARRIED UNANIMOUSLY

5.2       MOTION # 2015-0205

Moved by Councillor Holler that the Revenue/Expense Statement and Monthly Statement be accepted as presented.

6. BY-LAWS

7. CAO REPORT

Request to change speed limit to 60 km/hr. on the east access road.

MOTION # 2015-0206

Moved by Councillor Johnson that the speed limit on the east access road coming into Wembley be reduced to 60 KM per hour.            CARRIED UNANIMOUSLY

Well #6 – Water License Update

CAO Parker advised that the Interim Water License expires on September 27, 2015.  Alberta Environment is considering issuing a permanent license on Well #6 for 119, 600 cubes per year/327 cubes per day.

Discussion was held regarding bringing on an additional water well and a Waste Water Treatment Plant.  Mayor Turnmire recommended tabling the issue to the Public Works and Water Committee meeting on October 7, 2015.

8.1       Minutes of the Public Works Committee meeting held on September 2, 2015.

8.2       Minutes of the Parks & Recreation Committee meeting held on June 29, 2015.

8.3       Minutes of the Parks & Recreation Committee meeting held on August 26, 2015.

Meet the Community Night, Wednesday September 23, 2015 from 6:00 p.m. – 9:00 p.m.  Town will be setting up a table and Councillor Johnson will be there as Town Council Representative.

8.4       Wembley Parks & Recreation – Proposal

Discussion regarding the recommendation of Parks & Recreation to accept the proposal from ATCO Electric for the new transformer to light the football field and for the Town to assume the utility charges of approximately $2,400.00 per year.

Moved by Councillor Anaka to accept the recommendation from the Parks &   Recreation Committee to accept the ATCO Electric proposal regarding the new transformer on the football field and assume the yearly utility charges of approximately $2,400.00 per year.                   CARRIED UNANIMOUSLY

8.5       Minutes of the GPREP Planning and Coordinating Committee meeting held on June 18, 2015.

8.6       Minutes of the GPREP Management Committee meeting held on March 26, 2015.

8.7       Notes from SPPAR Committee meeting held on August 20, 2015.

8.8       County Enforcement and Animal Control reports for the month of August.

9. CORRESPONDENCE

Muscular Dystrophy Awareness Month – Proclamation.

MOTION # 2015-0209

Moved by Councillor Johnson that the Town of Wembley declare September, Muscular Dystrophy Awareness Month.             CARRIED UNANIMOUSLY

Wapiti Area Synergy Group – Requesting council representation.

Discussion regarding request for representation and purpose of group.  Council requests CAO to invite Leanne Chartrand to a Council meeting for details on the group's purpose.

Citizen request to become a member of the FCSS Advisory Board Committee.

MOTION # 2015-0210

Moved by Councillor Holler to approve Katie Douglas's request to join the FCSS Advisory Committee as a youth advisor.             CARRIED UNANIMOUSLY

Mackenzie Municipal Services Agency Annual Seminar – October 23, 2015 – Peace River, accepted as information.

10. NEW BUSINESS

Motion to proceed with grant application for wastewater treatment facility.

MOTION # 2015-0211

Moved by Councillor Anaka that the Town of Wembley submit an application to the Alberta Municipal Water/Wastewater Partnership (AMWWP) for the development of a waste water treatment container system plant.

Employees Code of Conduct.

MOTION # 2015-0212

Moved by Councillor Anaka that the Employee Code of Conduct be accepted as presented with the additions as discussed.       CARRIED UNANIMOUSLY

11. COUNCIL REPORTS

11.1

Councillor Holler advised that there will be a SPARC meeting Thursday September 17, 2015 in Wembley.

12. ROUND TABLE

Councillor Jones commented that the Parade, Demolition Derby and Dance were all great events this year.  She also noted that the Fireman's Challenge will be held on Saturday, September 19, 2015.

Councillor Moncrieff noted that the Demolition Derby was awesome, thank you to all the volunteers.

Councillor Moncrieff also stated that he has forwarded information from Peace Racing Association to Parks and Recreation.

Councillor Johnson commented that it was a great weekend.  Reminder about the Fireman's Challenge on September 19, 2015.  There will be new events this year, with a $10.00 supper to follow.

Councillor Johnson welcomed back Councillor Anaka.

Councillor Anaka noted that it is good to be back.

CAO Parker noted that she would discuss with Jeremy Walker that the public attending the public information meeting need to be advised that the meeting is about the proposed pipe yard and not about CN traffic through Wembley.

CAO Parker reminded council of the Dino Ball on September 26, 2015.

CAO Parker advised that she is trying to coordinate dates with Beaverlodge, Hythe and the County of Grande Prairie for the Service Integration Meeting.

Mayor Turnmire noted that the west boundary road that Sand Source uses is satisfactory, however if the road fails in the future it is still the responsibility of Sand Source to fix.

Mayor Turnmire noted the issue with the culvert on 99 Avenue will be discussed at the Public Works meeting.

Mayor Turnmire advised that he met with CAPP, Canadian Association of Petroleum Producers on August 25, 2015.  Discussion was held regarding education and awareness campaigns.

Mayor Turnmire attended the Tour of Alberta bike tour on September 3, 2015.

Mayor Turnmire advised that he attended the soft opening of the Museum on September 3, 2015.  There were 2,048 people that visited the museum that day and that between Friday and Sunday 6,000 people had visited the Museum.
