MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 11th day of January, 2016

1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:00 p.m.

2. APPROVAL OF AGENDA

MOTION # 2016-0001

Moved by Councillor Jones that the agenda be adopted as presented.


3. ADOPTION OF MINUTES

MOTION # 2016-0002

Moved by Councillor Robichaud that the minutes of the regular meeting held on December 14, 2015 be adopted as amended.

5. FINANCE

5.1 Accounts Payable

MOTION # 2016-0003

Moved by Councillor Moncrieff that the accounts payable, as identified in Schedule “A”, cheque # 20151297 to cheque # 20160025 totaling $232,643.16 be ratified. CARRIED UNANIMOUSLY

5.2 Revenue and Expense and Monthly Statement

MOTION # 2016-0004

Moved by Councillor Holler that the Revenue and Expense and Monthly Statement be accepted as presented. CARRIED UNANIMOUSLY

6.1 None

 

7. CAO REPORT

7.1 Aquaterra submitted pricing for water meter installation.

 CAO Parker advised that quotes have been received from Aquaterra and Accu-Flow regarding the project management and installation of water meters in all homes in Wembley. After review and follow up CAO Parker will ask Council for a decision.

7.2 Office Shed was broken into on January 7, 2016.

 CAO Parker advised that the shed located at the office had been broken into. Miscellaneous items were taken including Parks and Recreation T-Ball equipment, Town banners and promotional items, and the sound system. Value of items taken not enough to substantiate an insurance claim, approximate loss $2,000.00.

9. REPORTS

MOTION # 2016-0005

Moved by Councillor Holler that the following reports be accepted as information: CARRIED UNANIMOUSLY

9.1 Minutes of the Public Works/Water Committee meeting held on January 6, 2016.

 Mayor Turnmire asked if Communities in Bloom might want to be part of raised garden project. Councillor Holler advised that FCSS Director was looking into the program as well.

 Councillor Holler noted that trees on top of a berm does not seem viable as they would not maintain moisture.

9.2 Minutes of the Wembley Fire Department meeting held on November 5, 2015.

9.3 Minutes of the Parks and Recreation Committee meeting held on December 15, 2015.

 Councillor Holler stated that she felt the tone of the minutes did not reflect the intent of the Skateboard Park Club. Councillor Jones advised that the meeting went well and they clarified who is taking on what projects.

 Councillor Johnson asked for clarification regarding archery club and if was intended for indoor or outdoor and if there was a location being looked at. Councillor Moncrieff advised that it would be indoor and they are looking at grants for a pole shed and are looking at the quarter section behind Public Works yard. Councillor Johnson noted that he feels it is time to prioritize a plan for layout on that quarter section as there are many ideas coming forth.

 CAO Parker advised that Cindy Trudel requested a delegation with Council regarding the Demolition Derby and she referred her to the Parks and Recreation Board.

9.4 Minutes of the Wembley and District Agricultural Society meeting held on December 7, 2015.

9.5 County Enforcement and Animal Control reports for the month of December 2015.

 Noted that there seems to be an error in the Animal Control reports as the numbers don’t add up.

9.6 Minutes of the GPREP Planning and Coordinating meeting held on November 26, 2015.

9.7 GPREP News Letter.

 

10. CORRESPONDENCE

10.1 Funding request from George Jacob, Philip J. Currie Dinosaur Museum.

10.2 RMRF 2016 Annual Municipal Law Seminar – Friday, February 26th, 2016.

10.3 Fletcher Mudryk & Co. LLP audit planning letter and independence letter.

 Discussion held regarding request for funding for lighted billboard. CAO Parker advised that the lighted billboards are expensive and there is no extra money due to water over expenditure. CAO Parker advised that George Jacob will be presenting to Council on February 8, 2016.

 CAO Parker advised that she will be attending.

 CAO Parker advised that this is the standard letter received each year and that this years audit is tentatively booked for the second week of February.

MOTION # 2016-0006

Moved by Councillor Robichaud to accept the Planning and Independence Letters from Fletcher Mudryk & Co. LLP as information.

11. NEW BUSINESS

11.1 Beaverlodge West County News

 Discussion was held regarding letter received requesting a commitment to weekly advertising to help support the paper as they are feeling the effects of the economy. Council requested to have the representatives of the paper set up a delegation.

Moved by Councilor Johnson to table discussion and request representatives of the Beaverlodge West County News as a delegation. CARRIED UNANIMOUSLY

11.2 Wastewater Pilot Plant

 CAO Parker and Public Works Foreman Aaron Halwa have been in discussion with Newterra about the possibility of a 32 cubic wastewater treatment plant pilot project. The Town would be responsible for supplying power and an access road to the site. The CAO has been in contact with Alberta Environment regarding permission to reuse treated water. Newterra is putting together a proposal for Council.

11.3 Family Day – February 15, 2016

 Councillor Jones and Councillor Johnson volunteered to cook hotdogs for Family Day.

 Advised that he has had a few media calls regarding the press release for full time Fire Chief.

 Attended the Wembley Elementary School Christmas Concert – December 16, 2015. Awesome as usual.

 Attended the Helen E. Taylor School lunch and concert on December 18, 2015. Very well done.

 December 21, 2015, presented County of Grande Prairie No. 1 with the picture of the Museum as a thank you from the Town of Wembley.

 Advised that at an upcoming Council meeting there will have to be a full timediscussion regarding the Water for Life application and how Council would like to proceed in order to keep the pressure on.
