of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 25th day of January, 2016

 

  1. CALL-TO-ORDER Mayor Turnmire called the meeting to order at 6:59 p.m.

MOTION # 2016-0010

Moved by Councillor Johnson that the minutes of the regular meeting held on January 11, 2016 be adopted as presented.

  1. DELEGATIONS

    1. Rebecca, West County Beaverlodge News

  • Rebecca outlined that she is working hard to maintain the local Beaverlodge West County News which provides residents from Hythe, Beaverlodge, Wembley and West County with current and local news, events and human interest stories.

  • Due to the downturn in the economy there have been layoffs at the paper and most articles are currently being submitted by freelance reporters.

  • Currently there are eighty five subscriptions and eleven retail copies of the paper sold weekly in Wembley.

  • There will be a promotional push with a free give away in early spring to try and increase the subscription base in Wembley.

  • The paper is also offering special advertising rates for such things as business grand openings or anniversaries. Advertising packages have also been offered to municipalities for regular advertising slots.

  • Council asked if the paper had explored the option of on line availability and Rebecca noted it is something they are looking into.

  • Rebecca thanked Council for their time and excused herself at 7:55.

  • Discussion was held regarding the request from Beaverlodge West County News to support them with a guaranteed weekly advertisement spot.

Moved by Councillor Anaka to advertise in the Beaverlodge West County Newspaper on an as needed basis. CARRIED UNANIMOUSLY

5.1Accounts Payable

MOTION # 2016-0012

Moved by Councillor Johnson that the accounts payable, as identified in Schedule “A”, cheque # 20160026 to cheque # 20160072 totaling $131,818.90 be ratified. CARRIED UNANIMOUSLY

8. OLD BUSINESS

8.1 Newterra Water Plant – Open House

  • Invitation to municipalities and businesses will be sent when a date has been confirmed.

8.2 2016 AUMA Conference – Hotel Rooms

  • CAO Parker asked for confirmation of attendance to AUMA Conference as once the rooms are booked they are non-refundable. Councillor Johnson, Councillor Anaka and Mayor Turnmire confirmed.

9.1 Minutes of the Parks and Recreation Committee meeting held on January 19, 2016.

  • Discussion was held regarding the Wembley Meyhem Music Festival. Christina is working closely with this group to ensure proper layout and procedures, Councillor Johnson also sits as Vice President on this board. Parks and Recreation recommends that Council support this event in principle.

Moved by Councillor Robichaud that the Town of Wembley support in principle the Wembley Meyhem Music Festival and Mud bogs.

    1. Minister Miriam Rycroft – Alberta Infrastructure Transportation re: Regional Water Pipeline.

  • CAO Parker continues to track and follow up with where Wembley is at on the priority list.

11.1 Renewal of Peace Officer and Animal Control Services agreement.

Moved by Councillor Anaka to authorize the Mayor and CAO Parker to sign the service agreement between the Town of Wembley and the County of Grande Prairie No. 1 for the Peace Officer. CARRIED UNANIMOUSLY

 

MOTION # 2016-0016

Moved by Councillor Anaka to authorize the Mayor and CAO Parker to sign the service agreement between the Town of Wembley and the County of Grande Prairie No.1 for Animal Control. CARRIED UNANIMOUSLY

 

11.2 2016 Operator Seminar, Banff, March 14 - 18, 2016.

Moved by Councillor Johnson to send two Public Works Employees to the Operator Seminar in Banff from March 14-18, 2016. CARRIED UNANIMOUSLY

11.3 ACP – Intermunicipal Collaboration grant application for Fire Rescue Truck – Town of Wembley Managing Partner.

Moved by Councillor Johnson

Whereas the Town of Wembley and the County of Grande Prairie No. 1 deem it desirable to partner in a grant application under the Alberta Community Partnership (ACP) Intermunicipal Collaboration component of the Alberta Community Partnership program for the purchase of a Fire Rescue Truck;

 

Be it Resolved That the Council of the Town of Wembley authorizes the Town of Wembley to be the Managing Partner;

 

Further Be it Resolved that the Town of Wembley, a participating municipality, agrees to abide by the terms of the Conditional Grant Agreement, governing the purpose and use of the grant funds. CARRIED UNANIMOUSLY

11.4 ACP – Intermunicipal Collaboration grant application for Preliminary Design for regional water – Town of Wembley Managing Partner.

Moved by Councillor Robichaud

Whereas the Town of Wembley, Town of Beaverlodge, Village of Hythe, County of Grande Prairie No. 1 and the City of Grande Prairie deem it desirable to partner in a grant application under the Alberta Community Partnership (ACP) Intermunicipal Collaboration component of the Alberta Community Partnership program for the costs associated with a preliminary design plan and regulatory approvals for a regional water line from the City of Grande Prairie to the Village of Hythe;

 

Be it Resolved That the Council of the Town of Wembley authorizes the Town of Wembley to be the Managing Partner;

 

Further Be it Resolved that the Town of Wembley, a participating municipality, agrees to abide by the terms of the Conditional Grant Agreement, governing the purpose and use of the grant funds. CARRIED UNANIMOUSLY

11.5 GPREP – Motion of Support for ACP Intermunicipal Collaboration grant application for website/dark site.

That the Town of Wembley, being a partner municipality, provide a letter of support to the County of Grande Prairie No. 1 for the Alberta Community Partnership (ACP) Intermunicipal Collaboration component grant application for the development of a website, dark site, member log in and email addresses for the EOC of Grande Prairie Regional Emergency Partnership. CARRIED UNANIMOUSLY

That the Town of Wembley, being a partner municipality, provide a letter of support to the Village of Hythe for the Alberta Community Partnership (ACP) Intermunicipal Collaboration component grant application for the review and update of the Land Use Bylaws for the Village of Hythe, and the Towns of Beaverlodge, Sexsmith and Wembley. CARRIED UNANIMOUSLY

 

11.7 2016 CAMA Conference – Winnipeg, MB. – May 30 – June 1, 2016

  • CAO Parker advised that she is qualifying for her 25 year service pin in municipal administration and would like to attend the CAMA Conference instead of the Kananaskis conference.

Moved by Councillor Robichaud that Council support the CAO in attending the 2016 CAMA Conference in Winnipeg from May 30 – June 1, 2016, so as she can be presented with her 25 year service pin in municipal administration.

11.8 Essentials of Municipal Collaboration Course – Grande Prairie – Feb. 4th & 5th.

  • No Council are able to attend.

 

11.9 Fusion Business Solution Inc. – Security Camera quote.

Moved by Councillor Anaka to have CAO clarify quote and proceed with purchase of security cameras and equipment at CAO’s discretion. CARRIED UNANIMOUSLY

 

11.10 Jubilee Insurance Agency Ltd. – Legal Expense Insurance

MOTION # 2016-0027

Moved by Councillor Johnson that Council authorize the purchase of Legal Defense Insurance Coverage as outlined by Jubilee Insurance for the Town of Wembley. CARRIED UNANIMOUSLY

  • Mayor Turnmire clarified that all information and news releases must be authorized and released through the Town Office. Comments made by Council, staff or administration on social media are not to be made as “Official” statements.

Councillor Johnson

  • Dart night was a success with approximately twenty five to thirty people attending. The next dart night is February 20, 2016.

  • Noted that is nice to hear all the positive feedback regarding the difference in the quality of water.

Councillor Anaka

  • Good job to everyone with the water situation.

Mayor Turnmire

  • Spoke with Wendy Kelm, Peace Wapiti School Trustee, she will be calling for a delegation to bring Council up to date on future planning for schools.

  • Issue has arisen with school busses parking on the roads. Currently there is nothing in Traffic Bylaw specific to school busses. Requested administration gather more information from bus companies and surrounding municipalities regarding their policies and bring back to Council for review.
