The Town of Wembley Public Works Department is seeking applications for a full time Equipment Operator/Safety Coordinator.

This position operates Town equipment such as graders, trucks, backhoes, etc. It is responsible for the day-to-day operations of health and safety programs, including but not limited to policies, procedures, and manuals. 

Accountability

The Equipment Operator/Safety Coordinator reports to the Public Works Foreman on all issues and the Public Works Foreman and CAO on Safety issues.


Duties & Responsibilities 

  • Operation of rubber-tire Backhoe, tractor with attachments, sprayers, or mower to affect weed control, auger to dig post holes, grader, gravel/plow truck, and other equipment as required
  • Responsible for maintenance and repairs of signs, culverts, riprap, beaver control, snow fence, guardrails, bridge washing, brushing, chipping, and other items associated with road upkeep
  • Contribute to road reconstruction projects including crack filling, pavement patching, screening sand and traffic control
  • Operate equipment and provide labour on re-gravelling and grading projects
  • Operate Town vehicles and machines for hauling equipment, materials and demolition materials
  • Responsible for the safe operation and minor maintenance of Town equipment
  • Ensure proper usage of Town equipment, safe loading and movement in accordance with the manufacturers specifications and the Town policies
  • Assist A.S.B. and Public Works staff by reporting weed, brushing, signage and road problems
  • Prepare all safety-related paperwork as required
  • Stay up to date with OH&S regulations
  • Implementing orientation and training with new employee hires 
  • Inspect all potentially unsafe hazards such as inspections of vehicles, operator performance, route conditions, etc.
  • Be aware of and adhere to all safety requirements and policies of the Town and Occupational Health and Safety, making recommendations for change, addition or deletions as required
  • Ensure that all town and OH&S regulations are being followed
  • Work with the town Forman to ensure all employees have and use proper PPE
  • Proper filing of all incidents/accidents reported (timely and accurately)
  • Surveying workplaces to ensure equipment and materials do not present a safety/health hazard
  • Inspecting complaints that are concerning health and safety
  • Investigating claims from employees who exercised their right to refuse dangerous work 
  • Contributing guidance around the development of health and safety practices 
  • Encouraging all staff to become involved with occupational health and safety programs and hold them accountable for partaking in unsafe measures in the workplace
  • Inspecting fatalities, injuries, and near misses create prevention plans for the future 
  • Keep written record of daily operations and prepare required and requested written reports 
  • Demonstrating the proper way of using equipment safely 
  • Ensuring contractors engaged in Town work have insurance requirements, WCB, etc. 
  • Performs additional duties and activities as needed 

Working conditions

  • Occasionally put into conflict situations in which others may become rude or unpleasant
  • Meeting strict deadlines 
  • Attendance and involvement will be necessary during evening or public meetings

Physical demands 

  • Will be subject to move about the office, handling equipment, and communicating in person or by telephone
  • This position will require someone capable of inspecting equipment and facilities
  •  This role will also require lifting heavy items, bending, squatting, kneeling, climbing to heights or working in confined spaces and lift up to 50 pounds
  • Travelling to other locations using various modes or private and commercial transportation
  • There may be long periods of standing during the duration of inspections and training

 

Environmental conditions  

  • May be required to walk on uneven and slippery surfaces, be exposed to all weather conditions, dust and pollen, and mechanical hazards such as construction equipment 
  • May be required to work extended hours, including evenings and weekends, and may be required to travel outside town boundaries   
  • Will encounter wet, cold, or hot environmental conditions
  • There will be a use of gloves, helmets, respirators, and other protective equipment to lessen the chance of illness and injury 

Mental Demands

  • Not being able to discuss issues and topics related to work with friends and family 
  • Required to work in occasional situations of high intensity requiring strong problem-solving skills, strategic thinking, and decisive action
  • Managing several requests and situations at one time 
  • Will manage several projects at one time and may have frequent interruptions 
  • Staff may find the environment to be busy and noisy
  • Stress may be caused by completing OH&S inspections and accidents

Qualifications & Requirements 

Knowledge

  • High School Diploma or GED is required
  • 1-2 years minimum experience as an operator or supervisor
  • Post-secondary training in supervision, safety, human resources, or related fields 
  • Has a strong knowledge of the Town of Wembley’s routes, policies, structures, etc. 
  • Knowing basic mechanical concepts is and asset for transmitting information to the maintenance department
  • Must be proficient in using Microsoft Office, Microsoft Excel, and PowerPoint
  • Computer literacy skills
  • Must be able to maintain strict confidentiality 
  • Knowledge of provincial health and safety legislation
  • Knowledge of conducting safety training programs 
  • Familiarity with implementing policies and safe work practices 
  • Understanding accident investigations, workplace inspections, and job hazard studies are an asset

Requirements

  • Must be able to pass a preliminary physical exam and drug screen 
  • Must be able to work weeknights and weekends 
  • Criminal Record Check
  • First Aid Certificate 
  • Class 3 drivers license with Q endorsement
